Official Journal EN of the European Union L series 2026/2026 11.9.2026 COMMISSION IMPLEMENTING REGULATION(EU) 2026/2026 of 10 September 2026 amending Implementing Regulation (EU) 2025/524 as regards administrative changes to the Union authorisation of the biocidal product family ‘Sodium hypochlorite Liquid disinfectant biocidal product family’ (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) No 528/2012 of the European Parliament and of the Council of 22 May 2012 concerning the making available on the market and use of biocidal products(1), and in particular Article 50(2) thereof,
Whereas:
(1) On 20 March 2025, Commission Implementing Regulation (EU) 2025/524(2)granted a Union authorisation, under number EU-0029289-0000, to Reckitt Benckiser Production (Poland) Sp z o.o. for the making available on the market and use of the biocidal product family ‘Sodium hypochlorite Liquid disinfectant biocidal product family’.
Annex II to that Implementing Regulation provides the summary of product characteristics for that biocidal product family.
(2) Commission Implementing Regulation (EU) No 354/2013(3) lays down the procedural rules for the different categories of changes referred to in Article 50(3) of Regulation (EU) No 528/2012.
(3) On 17 July 2025, 1 August 2025 and 30 January 2026, Reckitt Benckiser Production (Poland) Sp z o.o., submitted to the European Chemicals Agency (‘the Agency’), in accordance with Article 11(1) of Implementing Regulation
(EU) No 354/2013, notifications for administrative changes to the Union authorisation of the biocidal product family ‘Sodium hypochlorite Liquid disinfectant biocidal product family’, recorded in the Register for Biocidal Products (‘Register’) under case numbers BC-AE108961-57, BC-PV109383-13 and BC-XE114400-54. The notified proposed changes to that authorisation concern the addition, change and deletion of trade names.
(4) On 25 July 2025, 25 August 2025 and 20 February 2026, the Agency submitted to the Commission, in accordance with Article 11(3) of Implementing Regulation (EU) No 354/2013, opinions(4) on the notified administrative changes to the Union authorisation for the biocidal product family ‘Sodium hypochlorite Liquid disinfectant biocidal product family’. In its opinions, the Agency concluded that the proposed changes are administrative changes as referred to in Article 3(1), point (aa), of Regulation (EU) No 528/2012 and as specified in Title 1, Section 1, of the Annex to Implementing Regulation (EU) No 354/2013, and that, after the implementation of the changes, the conditions of Article 19 of Regulation (EU) No 528/2012 will still be met.
(5) On 20 February 2026, the Agency transmitted to the Commission the revised summary of product characteristics for the biocidal product family ‘Sodium hypochlorite Liquid disinfectant biocidal product family’ in all official languages of the Union, covering the administrative changes applied for, in accordance with Article 11(6) of Implementing Regulation (EU) No 354/2013.

(6) The Commission concurs with the opinion of the Agency and therefore considers it appropriate to amend the Union authorisation of the biocidal product family ‘Sodium hypochlorite Liquid disinfectant biocidal product family’ to introduce the administrative changes requested by Reckitt Benckiser Production (Poland) Sp z o.o.
(7) In order to enhance clarity and to ease the access of users and interested parties to the consolidated version of the summary of product characteristics which is to be published by the Agency, the Annex II to Implementing Regulation (EU) 2025/524 should be replaced in its entirety.
(8) Implementing Regulation (EU) 2025/524 should therefore be amended accordingly,
HAS ADOPTED THIS REGULATION:
Article 1 Annex II to Implementing Regulation (EU) 2025/524 is replaced by the text set out in the Annex to this Regulation.
Article 2 This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.

5. GENERAL DIRECTIONS FOR USE OF THE META SPC 1
5.1. Instructions for use — Comply with the instructions for use. — For healthcare settings: clean carefully the surfaces before application of the product. — Respect the conditions of use of the product (concentration, contact time, temperature, etc.).
— Squeeze and apply slowly all around the inside of the bowl, allowing enough liquid to cover the bowl completely. — The recommended dose is approximately 80 ml. — Products should not be used in conjunction with acids or ammonia.
— No other cleaning agents should be used in conjunction with the product. — Inform the registration holder if the treatment is ineffective.
5.2. Risk mitigation measures
For professional users:
Wear personal protective equipment during application of the products: — chemical resistant gloves classified under EN 374 or equivalent; — chemical goggles classified under EN 16321 or equivalent; — protective coverall in accordance with EN 13034 or equivalent;

5.3. Particulars of likely direct or indirect effects, first aid instructions and emergency measures to protect the environment — IF ON SKIN: Immediately wash skin with plenty of water. Thereafter take off all contaminated clothing and wash it before reuse. Continue to wash the skin with water for 15 minutes. Call a POISON CENTRE or a doctor. IF IN EYES: Immediately rinse with water for several minutes. Remove contact lenses, if present and easy to do. Continue rinsing for at least 15 minutes. Call 112/ambulance for medical assistance.
— Information to Healthcare personnel/doctor: — The eyes should also be rinsed repeatedly on the way to the doctor if eye exposure to alkaline chemicals (pH >
11), amines and acids like acetic acid, formic acid or propionic acid. IF SWALLOWED: Immediately rinse mouth. Give something to drink, if exposed person is able to swallow. Do NOT induce vomiting. Call 112/ ambulance for medical assistance. IF INHALED: Move to fresh air and keep at rest in a position comfortable for breathing.

5.4. Instructions for safe disposal of the product and its packaging — Do not discharge unused product on the ground, into water courses, into pipes (sink, toilets…) nor down the drains. — Dispose of unused product, its packaging and all other waste, in accordance with local regulations.
5.5. Conditions of storage and shelf-life of the product under normal conditions of storage — Shelf-life: 24 months. — Do not store above 30°C. — Protect from direct sunlight. — Keep out of reach of children and non-target animals/pets.

5.1. Instructions for use — Comply with the instructions for use. — Respect the conditions of use of the product (concentration, contact time, temperature, etc.). — The recommended dose is approximately 250 ml which the user is guided to measure based on a proportion
of the pack size: — For 750 ml: Use sufficient liquid to thoroughly coat the pipe. This may require 1/3rd of the contents. — For 500 ml: Carefully uncap and without squeezing the bottle, pour gently ½ bottle of gel into the drain.
— For 1 L: Carefully uncap and without squeezing the bottle, pour gently ¼ bottle of gel into the drain. — Once a week maximum. — Product to be applied by the user by placing bottle near to the drain hole and pouring product down the drain.
— Rinse thoroughly after use. — No other cleaning agents should be used in conjunction with the product. — Inform the registration holder if the treatment is ineffective.

of the pack size: — For 750 ml (without bottle handle): Carefully squeeze bottle to apply the liquid directly into the drain until all surfaces are covered (approximately. 125 ml). — For 500 ml, 750 ml, 1 l, 1.5 l & 2 l (bottle with handle): Carefully uncap and without squeezing the bottle, carefully pour the gel into the drain until all surfaces are covered (approximately 125 ml).

5. GENERAL DIRECTIONS FOR USE OF THE META SPC 7
5.1. Instructions for use — Comply with the instruction for use. — For healthcare settings: clean carefully the surfaces before application of the product. — Respect the conditions of use of the product (concentration, contact time, temperature, etc.).
— Ensure complete wetting on the surfaces, leave for appropriate contact time. — Product to be applied to hard surfaces by spraying. The nozzle of the product should be turned to the ‘‘on’’ position. Users are advised to spray product 20-25cm away from surfaces, whilst keeping product upright.
— Rinse treated surfaces after application. — Products should not be used in conjunction with acids or ammonia. — Inform the registration holder if the treatment is ineffective.
5.2. Risk mitigation measures
For professional users:
Wear personal protective equipment during application and post-application of the products: — chemical resistant gloves classified under EN 374 or equivalent; — chemical goggles classified under EN 16321 or equivalent;

5. GENERAL DIRECTIONS FOR USE OF THE META SPC 9
5.1. Instructions for use — Comply with the instructions for use. — For healthcare settings: clean carefully the surfaces before application of the product.
62/64 ELI: http://data.europa.eu/eli/reg_impl/2026/2026/ojEN OJ L, 11.9.2026 — Respect the conditions of use of the product (concentration, contact time, temperature, etc.). — Squeeze and apply slowly all around the inside of the bowl, allowing enough liquid to cover the bowl completely.
— The recommended dose is approximately 80 ml. — Products should not be used in conjunction with acids or ammonia. — No other cleaning agents should be used in conjunction with the product. — Inform the registration holder if the treatment is ineffective.
5.2. Risk mitigation measures
For professional users:
Wear personal protective equipment during application of the products: — chemical resistant gloves classified under EN 374 or equivalent; — chemical goggles classified under EN 16321 or equivalent ; — protective coverall in accordance with EN 13034 or equivalent;
