No. 270 भाग IV PART IV राष्ट्रीय रािधानी राज्य क्षत्रे दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI पररवहन जवभाग अजधसचू ना दिल्ली, 28 अक् तूबर, 2026 फा. स.ं टीपीटी-एस0एमएससी/1/2026/सयं क्तु आयक्तु (स्ट्रैपपगं ), कायाला य ई-फाइल: 396663/45318.—मोटर वाहन अजधजनयम, 1988 की धारा 2(41) के साथ परित सड़क पररवहन एव ंरािमाग ामंत्रालय, भारत सरकार की दिनाकं 23 जसतंबर, 2021 की अजधसचू ना संख्या िीएसआर 653(ई) के माध्यम स े अजधसूजचत, समय-समय पर यथा संिोजधत, मोटर वाहन (वाहन स्ट्रैपपगं सुजवधा का पंिीकरण एव ं काय)ा जनयमावली, 2021 के जनयम 3(1)(ख) तथा जनयम 3(1)(I) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, राष्ट्रीय रािधानी क्षत्रे दिल्ली माननीय उपराज्यपाल एतिद्वारा उक्त जनयमावली के प्रयोिनाथा राष्ट्रीय रािधानी क्षत्रे दिल्ली के संबंध में जनम्नजलजखत प्राजधकाररयों को मनोनीत करते ह,ैं अथाात:् -

1. आयुक्त (पररवहन), राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार, मोटर वाहन (वाहन स्ट्रैपपंग सुजवधा का पंिीकरण एव ंकाय)ा जनयमावली, 2021, समय-समय पर यथा सिं ोजधत, के प्रयोिनाथा पंिीकरण प्राजधकारी होंग।े 8255 DG/2026 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV]

2. वररष्ठतम अपर मख्ु य सजचव, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार, उक्त जनयमावली के प्रयोिनाथा अपीलीय प्राजधकारी होंगे। बिते दक, िहााँ वररष्ठतम अपर मुख्य सजचव, आयक्तु (पररवहन) हों, वहााँ मुख्य सजचव, राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार अपीलीय प्राजधकारी होंगे।

3. यह अजधसूचना राष्ट्रीय रािधानी क्षत्रे दिल्ली के आजधकाररक रािपत्र म ें इसके प्रकािन की जतजथ स ेलाग ू होगी। राष्ट्रीय रािधानी क्षेत्र दिल्ली के उपराज्यपाल के आिेि से तथा उनके नाम पर, डॉ. मुकेि कुमार, संयुक् त आयुक्त TRANSPORT DEPARTMENT

No. TPT-s0MSC/1/2026/-O/o Joint Commissioner (Scrapping) E-File: 396663/45318.—In exercise of the powers conferred by Rule 3(1)(b) and Rule 3(1)(1) of the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021, notified by the Ministry of Road Transport and Highways, Government of India, vide

Notification No. G.S.R. 653(E) dated 23rd September, 2021, as amended from time to time, read with Section 2(41) of the Motor Vehicles Act, 1988, the Hon'ble Lieutenant Governor of the National Capital Territory of Delhi hereby nominates the following authorities for the purposes of the said Rules in respect of the National Capital Territory of Delhi, namely:-

1. Commissioner (Transport), Government of NCT of Delhi, shall be the Registration Authority for the purposes of the Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021, as amended from time to time.

2. Senior most Additional Chief Secretary, Government of NCT of Delhi, shall be the Appellate Authority for the purposes of the said Rules; provided that, where the Senior- most Additional Chief Secretary is the Commissioner

(Transport), the Chief Secretary, Government of NCT of Delhi, shall be the Appellate Authority.

3. This notification shall come into force from the date of its publication in the Official Gazette of the National Capital Territory of Delhi.
