Rahul Llowang (name changed), a 27-year-old man from the Scheduled Tribe community in Tirap district, Arunachal Pradesh, received treatment and rehabilitation support under the National Action Plan for Drug Demand Reduction (NAPDDR) at the District De-Addiction Centre (DDAC) run by Care Me Home Welfare Society at Charju, Khonsa.

Today, Rahul is self-employed and has become more financially independent, moving towards a more stable and productive life.

Rahul’s childhood was marked by difficult family circumstances. The loss of his father at an early age left him without adequate care, guidance and emotional support. These challenges disrupted his education, which he could pursue only up to middle school. During this vulnerable period, he began using substances at the age of 11.

Limited family support and difficulties in finding acceptance within society added to his struggles. Despite these hardships, Rahul continued to aspire to a stable and disciplined life. He hoped to join the Indian Reserve Battalion (IRBN) and secure meaningful employment.

The connection with the DDAC run by Care Me Home Welfare Society at Charju, Khonsa, in Tirap district, proved a turning point. On 9 May 2024, Rahul received support under NAPDDR, including a highly subsidised treatment plan, counselling services and rehabilitation assistance.

The intervention helped Rahul overcome substance dependency, strengthen his personal skills and move towards a more stable life. Counselling and rehabilitation services supported his recovery and social reintegration, while community support and preventive interventions helped strengthen the rehabilitation process.Rahul’s progress reflects the positive change that accessible treatment, counselling and community support can bring to a person’s life. His self-employment and greater financial independence mark meaningful steps towards self-reliance.

Expressing his joy and contentment, Rahul Llowang (name changed) said, “Treatment and counselling helped me overcome dependency and rebuild my life with confidence”.

Rahul’s journey highlights the role of NAPDDR-supported de-addiction services in helping individuals rebuild their lives with dignity and renewed hope. From a childhood shaped by loss and limited support, he is now moving towards greater stability and self-reliance.
