1. सजं िप्त नाम और प्रारंभ – (1) इन जिजनयमों का संजिप्त नाम भारतीय मानक ब् यरू ो (िैज्ञाजनक संिगग भती) जिजनयम, 2026 ह।ै

(2) ये रािपत्र म ेंप्रकािन की तारीख को प्रिृत् त होंगे।

2. पररभाषाएं – (1) इन जिजनयमों में, िब तक दक संिभ गसे अन्‍द यर्ा अपेजित न हो - (क) “अजधजनयम” से भारतीय मानक ब् यूरो अजधजनयम, 2016 (2016 का 11) अजभप्रेत ह;ै 8256 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (ख) “जनयुजि प्राजधकारी” से महाजनिेिक अजभप्रेत ह;ै (ग) “मूल्यांकन सजमजत” से जिजनयम 14 के उप-जिजनयम के (3) अतं गगत गरित सजमजत अजभप्रते ह;ै (घ) गेट से भारतीय जिज्ञान संस्ट्र्ान और भारतीय प्रौद्योजगकी संस्ट्र्ानों द्वारा संचाजलत इंिीजनयररंग में ग्रेिुएट एप्टीट्यूड टेस्ट्ट अजभप्रते ह ै तर्ा गेट प्राप्तांक की िैधता िह होगी िो गेट आयोिक संस्ट्र्ान द्वारा समय-समय पर जिजनजित की िाएगी;

(ङ) “आंतररक छानबीन सजमजत” (Internal Screening Committee) से जिजनयम 14 के उप-जिजनयम (2) के अंतगतग गरित सजमजत अजभप्रेत ह;ै (च) “सािगिजनक प्रकटीकरण योिना” स े कार्मगक, लोक जिकायत और पेंिन मंत्रालय, भारत सरकार के कार्मगक और प्रजििण जिभाग की िह पहल अजभप्रेत ह,ै जिसके अंतगगत केन्‍दरीय सरकार की भती एिेंजसयों िैसे संघ लोक सेिा आयोग, रेलिे भती बोडग, रिा अनुसंधान और जिकास संगिन, भारतीय नौसेना और कमगचारी चयन आयोग आदि द्वारा आयोजित भती परीिाओं के अननुिंजसत इच्छुक उम्मीििारों (ऐसे उम्मीििार िो जलजखत परीिा में अहतग ा प्राप्त करत े ह ैं ककंतु सािात्कार के बाि अनुिंजसत नहीं होत े ह)ैं के अंकों को सािगिजनक रूप स े उपलब्ध कराया िाता ह;ै (छ) "अनुसूची" से इन जिजनयमों के सार् संलग्न अनुसूची अजभप्रेत ह;ै (ि) "िैज्ञाजनक संिगग" से जिजनयम 3 और 4 के अधीन गरित भारतीय मानक ब्यूरो िैज्ञाजनक संिगग में जिजनर्िगष्ट पि अजभप्रेत ह;ैं (झ) “छानबीन सजमजत (Screening Committee)” से जिजनयम 9 के अतं गतग गरित सजमजत अजभप्रेत ह;ै (ञ) “चयन सजमजत” से जिजनयम 10 के अतं गतग गरित सजमजत अजभप्रेत ह;ै (ट) “जनयम” से भारतीय मानक ब् यरू ो जनयम अजभप्रेत ह;ैं

(2) ऐस े िब्िों और पिों के, िो इन जिजनयमों म ें प्रयुक्त ह ैं और पररभाजषत नहीं ह,ै जिजभन्न अजधजनयमों या जनयमों म ें पररभाजषत ह,ैं िही अर्ग होंगे, िो उनके क्मिः अजधजनयम और जनयमों म ेंसमनुिेजित ह।ैं

3. िज्ञै ाजनक सिं ग ग का गिन – एक िैज्ञाजनक संिग ग का गिन दकया िाएगा जिसे ‘भारतीय मानक ब् यूरो िैज्ञाजनक संिगग’ कहा िाएगा िो प्रर्म अनुसूची के स्ट्तम्भ (2) म ें जिजनर्िष्ग ट पिों और इन जिजनयमों की जद्वतीय अनुसूची म ें दिए गए जिषयों में जनयुक् त व्यजियों से जमलकर बनेगा।

4. िज्ञै ाजनक सिं ग गके सिस्ट्य - जनम्न जनजलजखत व् यजि िैज्ञाजनक सिं गग के सिस्ट् य होंग,े अर्ागत: (क) पूिगिती भारतीय मानक संस्ट्र्ान सेिा संिग ग के ऐस े व्यजि, िो अजधजनयम के अधीन िैज्ञाजनक संिग ग के सिस्ट्य बन गए ह;ैं (ख) इन जिजनयमों के लागू होन े से पहले भारतीय मानक ब्यूरो के िैज्ञाजनक संिगग में जनयिु व्यजि; तर्ा (ग) इन जिजनयमों के अतं गगत जनयुक्त व् यजि।

5. भती की पद्धजत, िते न मरै रक्स म ें स्ट्तर, आय-ु सीमा, अहतग ाएं, आदि – भती की पद्धजत, िेतन मैररक्स म ें स्ट्तर, आय-ु सीमा, अहतग ाएं और उनसे संबंजधत अन्‍दय बातें िे होंगी िो प्रर्म अनुसूची म ेंजिजनर्िगष्ट ह।ैं

6. िज्ञै ाजनक ‘ख’ पर सीधी भती – (1) िैज्ञाजनक 'ख' के पि पर सीधी भती उप-जिजनयम (3) के अनुसार जनम्नजलजखत के आधार पर की िाएगी:[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 3 (क) जद्वतीय अनुसूची में जिजनर्िगष्ट उन जिषयों के संबंध में सािगिजनक प्रकटीकरण योिना के अधीन दकसी भी निीनतम परीिा में अंजतम प्राप्तांक;

(ख) जद्वतीय अनुसूची में जिजनर्िगष्ट जिषयों के संबंध में गेट प्राप्तांक; (ग) उन जिषयों के संबंध में जिनके जलए सािगिजनक प्रकटीकरण योिना या गेट के अधीन कोई परीिा आयोजित नहीं की िाती ह,ै सािगिजनक प्रकटीकरण योिना म ें िाजमल एिसें ी से जभन्न दकसी सरकारी एिेंसी द्वारा आयोजित निीनतम राष्ट्रीय स्ट्तर की परीिा में प्राप्त प्राप्तांक या महाजनििे क द्वारा अनुमोदित दकसी पेििे र संस्ट्र्ान या एिेंसी के माध्यम से ब्यूरो द्वारा आयोजित प्रजतयोगी परीिा में प्राप्ताकं :

परंत ु उन समान जिषयों के मामले म ें जिनम ें सािगिजनक प्रकटीकरण योिना और गेट के अंतगगत परीिा आयोजित की िाती ह,ै यदि उपयुि जिषय के उम्मीििार उपलब्ध ह ैं तो ररजियों को प्रारंभ में सािगिजनक प्रकटीकरण योिना के अधीन दकसी परीिा के माध्यम से भरा िाएगा, और यदि समान जिषयों की ररजियां खाली रह िाती हैं, तो उन्‍दह ें कायगकारी सजमजत के अनुमोिन के पिात गेट प्राप्तांक के माध्यम से भरा िा सकेगा:

परंत ु यह और दक कायगकारी सजमजत, जिषय-िेत्र के आधार पर सािगिजनक प्रकटीकरण योिना के अतं गतग आयोजित की िाने िाली परीिा की पहचान करेगी, जिससे िैज्ञाजनक ‘ख’ के पि पर भती की िाएगी।

(2) िैज्ञाजनकों की जिषयिार आिश्यकता का जनधागरण िैज्ञाजनकों की जिद्यमान संख्या और जिषयिार ररजियों के आधार पर कायगकारी सजमजत के अनुमोिन से दकया िाएगा।

(3) ररजियों को भरन े का तरीका इस प्रकार होगा:- क) यर्ा अिधाररत ररजियों का जिज्ञापन अजखल भारतीय स्ट्तर पर प्रमुख समाचार पत्रों में दिया िाएगा जिसमें अन्‍दय बातों के अजतररक्त जिषय-िार पिों की संख्या, योग्यता, आय,ु अनुसूजचत िाजतयों, अनसु ूजचत िनिाजतयों और ऐसी अन्‍दय श्रेजणयााँ िो समय समय पर केन्‍दरीय सरकार द्वारा अजधसूजचत की िाएगी, के आरिण के बारे म ें पूरी िानकारी िी िाएगी;

ख) केन्‍दरीय सरकार द्वारा मान्‍दयता प्राप्त या सरकारी जिजनयामक जनकायों द्वारा अनुमोदित दकसी जिश्वजिद्यालय/संस्ट्र्ान/बोडग से इंिीजनयररंग या प्रौद्योजगकी या जचदकत्सा में स्नातक उपाजध या समतुल्य, अर्िा प्रकृत जिज्ञान में स्नातकोत्तर उपाजध या समतुल्य धारण करन े िाले ऐसे उम्मीििार, जिनकी अजधकतम आयु तीस िषग हो, िैज्ञाजनक ‘ख’ के पि के जलए आिेिन करन े के पात्र होंग:े परंतु यह दक ब्यरू ो के अजधकाररयों और कमगचाररयों के मामले में तर्ा व्यजियों की ऐसी श्रेजणयों के संबंध में, जिन्‍दह ें केन्‍दरीय सरकार द्वारा समय-समय पर अजधसूजचत दकया िाए, अजधकतम आय-ु सीमा जिजर्ल की िा सकेगी;

ग) यर्ालाग,ू सािगिजनक प्रकटीकरण योिना के अधीन दकसी परीिा में अंजतम प्राप्तांक या गेट प्राप्तांक िाल े उम्मीििारों को सािात्कार के जलए अल्पसूचीबद्ध दकया िाएगा और सािात्कार अर्िा समूह चचाग और सािात्कार के जलए बलु ाए िाने िाल े उम्मीििारों की संख्या, योग्यता क्म म ें संबंजधत जिषयों में जिज्ञाजपत ररजियों की संख्या के छह गनु ा से अजधक नहीं होगी;

घ) प्रजतयोगी परीिा के माध्यम से जनयुजि के जलए,ब्यरू ो महाजनिेिक द्वारा अनुमोदित दकसी पेिेिर संस्ट्र्ान या एिेंसी के माध्यम स े एक प्रजतयोगी परीिा आयोजित करेगा और सािात्कार अर्िा समूह चचाग और सािात्कार के जलए बुलाए िान े िाले उम्मीििारों की संख्या,प्रजतयोगी परीिा में न्‍दयूनतम पचास प्रजतित अंक प्राप्त करन े िाले उम्मीििारों में से,योग्यता क्म में संबंजधत जिषयों में जिज्ञाजपत ररजियों की संख्या के छह गुना से अजधक नहीं होगी;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] ङ) सािगिजनक प्रकटीकरण योिना में िाजमल एिेंसी स े जभन्न दकसी सरकारी एिेंसी द्वारा आयोजित राष्ट्रीय स्ट्तर की परीिा के माध्यम से जनयुजि के जलए, कायगकारी सजमजत का अनुमोिन प्राप्त दकया िाएगा और सािात्कार अर्िा समूह चचाग और सािात्कार के जलए बुलाए िाने िाले उम्मीििारों की संख्या, योग्यता क्म में संबंजधत जिषयों में जिज्ञाजपत ररजियों की संख्या के छह गनु ा से अजधक नहीं होगी। च) अभ्यर्र्गयों का चयन जिषय-िार एक या अजधक चयन सजमजतयों द्वारा जनधागररत योग्यता के आधार पर दकया िाएगा, िो खडं (ग) में जिजनर्िगष्ट सािगिजनक प्रकटीकरण योिना के अंतगगत परीिा के अंजतम प्राप्तांक या गेट प्राप्तांक, यर्ाजस्ट्र्जत, अर्िा खडं (घ) में जिजनर्िगष्ट परीिा प्रदक्या अर्िा खंड (ङ) में जिजनर्िगष्ट परीिा के प्राप्तांक को 85 प्रजतित भारांक तर्ा खंड (ग), खडं (घ) और खंड (ङ) के अतं गतग सािात्कार अर्िा समूह चचाग और सािात्कार को 15 प्रजतित भारांक िेकर प्राप्त कुल अंकों के आधार पर जनधागररत की िाएगी;

छ) उन मामलों म ें िहां अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों और केन्‍दरीय सरकार द्वारा अजधसूजचत अन्‍दय श्रेजणयों के जलए आरजित ररजियों को खंड (ग), (घ), (ङ) और (च) म ें जनधागररत मानिडं ों के आधार पर नहीं भरा िा सकता ह,ै िहां इन उम्मीििारों की उपयुिता के अधीन जिजर्लता प्रिान करके इनका चयन दकया िाए;

ि) सफल उम्मीििारों की एक आरजित सूची तैयार की िा सकती ह ै िो ऐसी सूची तैयार दकए िान े की तारीख से एक िषग की अिजध के जलए िैध रहगे ी: परंत ु यह दक आरजित सूची में उम्मीििारों की संख्या जिज्ञाजपत पिों की संख्या से अजधक नहीं होगी।

7. िज्ञै ाजनक ‘ख’ के जलए पररिीिा और प्रजतभ ू बधं पत्र (Surety Bond) - (1) सीधी भती द्वारा िैज्ञाजनक ‘ख’ के रूप में जनयिु अर्िा पिोन्नत उम् मीििारों की पररिीिा अिजध िो िष ग होगी जिसके िौरान महाजनििे क द्वारा उस प्रजििण की व् यिस्ट्र् ा और यर्ा आिश् यक िाजयत् ि दिया िाएगा तर्ा उन्‍द ह ें पररिीिा अिजध की समाजप्त के जलए जिजहत जिभागीय परीिा या परीिाएं उत् तीणग करनी होगी।

(2) पररिीिा की अिजध समाप् त होने पर पररिीिाधीन अभ्यर्ी की मूल् यांकन ररपोटग प्राप् त करने के जलए और जनम्नजलजखत के जलए किम उिाए िाएंगे – (क) यदि परीिीिाधीन अभ्यर्ी न े जनयुजि प्राजधकारी की संतुजष्ट के अनुसार पररिीिा अिजध पूणग की हो तो, यर्ाजस्ट्र्जत उसकी पुजष्ट की िाएगी एि ं पररिीिा अिजध की संतोषिनक समाजप्त स े संबंजधत आिेि िारी दकया िाएगा; या (ख) संबद्ध जनयमों और आिेिों के अनुसार पररिीिा की अिजध बढाई िाएगी, िो छह माह से अजधक न हो या पररिीिाधीन अभ्यर्ी कायगमुक्त दकया िाएगा अर्िा पररिीिाधीन अभ्यर्ी की सेिाएं समाप् त की िाएगी:

परंत ु यह ह ै दक यदि पररिीिाधीन व्यजि एक पिोन्नत कमगचारी है, तो समुजचत चयन सजमजत की जसफाररिों पर उसकी सेिा समाप्त करने के बिाय उसे उसके पूिग पि पर िापस भेिा िा सकता ह।ै

(3) यर्ाजस्ट्र्जत, परीिीिाधीन अभ्यर्ी की पुजष्ट करन े या परीिीिा अिजध को बढाने के जनणगय की सूचना अभ्यर्ी को परीिीिा अिजध समाप् त होन ेके सामान्‍द यत: आि सप् ताह के भीतर प्रिान की िाएगी।

(4) पररिीिा अिजध पूरी होने के बाि पररिीिाधीन अभ्यर्ी की पजु ष्ट स्ट्ितः नहीं होगी, अजपतु इसके जलए औपचाररक आिेि िारी दकया िाएगा; और ऐसे दकसी आिेि के अभाि में, ऐसा पररिीिाधीन अभ्यर्ी पररिीिा पर ही माना िाएगा।

(5) जिस तारीख से पुजष्ट दकया िाना प्रभािी हो, यर्ाजस्ट्र्जत, िह जिजहत पररिीिा अिजध अर्िा जिस्ट् ताररत पररिीिा अिजध की अगली तारीख होगी।

(6) िैज्ञाजनक ‘ख’ के पि पर जनयक्ु त अभ्यर्ी को ब् यूरो में न्‍द यनू तम तीन िषग की अिजध की सेिा का प्रजतभूबंधपत्र िेना होगा िो दक ब् यरू ो द्वारा जिजनर्िगष् ट प्ररूप में होगा और कोई अभ्यर्ी यदि जनयुजि की तारीख से तीन िषग स े पूिग या तो त् यागपत्र िेकर सेिा छोड़ने का जनणगय लेता ह ै या जबना अनुमजत के सेिा से अनुपजस्ट्र्त रहता है, तो उसे अंजतम जलए गय े[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 5 िेतन की िर पर ब् यूरो को छह माह की पररलजब्धयां लौटानी होंगी, यदि उसने कमतर अिजध के जलए काम दकया हो, उस मामले में उस ेली गई परू ी राजि लौटानी होगी।

8. प्रजतजनयजु ि द्वारा चयन – (1) िहााँ कायगकाररणी सजमजत ब्यूरो के जहत में ऐसा करना आिश्यक समझे, िहााँ िह िैज्ञाजनक ‘ग’ और इसके ऊपर िज्ञै ाजनक ‘छ’ पि के स्ट्त र तक के पिों को प्रजतजनयुजि पर भर सकेगी: परन्‍दत ुिैज्ञाजनक ‘च’ और िैज्ञाजनक ‘छ’ के पिों की ििा में केन्‍द रीय सरकार का अनुमोिन लेना होगा।

(2) ऐसे पिों को प्रमुख समाचार पत्रों में जिज्ञाजपत दकया िाएगा, जिसमें प्रर्म अनुसूची म ें जिजनर्िगष्ट ानुसार पिों की संख् या, अहतग ाएाँ, अनुभि, आय-ु सीमा और जिजिष्ट जििेषज्ञता, यदि आिश् यक हो, स ेसंबंजधत पूणग िानकारी िेनी होगी।

(3) िो उम्मीििार अहतग ाओं को पूरा करते ह ैं और छानबीन सजमजत द्वारा िॉटगजलस्ट्ट दकए गए हों, उन्‍दह ें चयन के जलए बुलाया िाएगा।

9. छानबीन सजमजत (Screening Committee) – (1) प्रजतजनयुजि द्वारा और जिजनयम 6 के उप-जिजनयम (3) के खंड (घ) को छोड़कर सीधी भती द्वारा भरे िाने िाले पिों के जलए, ब्यूरो के तीन अजधकाररयों से जमलकर बनने िाली एक छानबीन सजमजत होगी, िो िज्ञै ाजनक ‘घ’ के स्ट्तर स े नीच े के नहीं होंगे, और उनम ें से ज्यष्ठे अजधकारी सजमजत का अध्यि होगा, जिसे महाजनिेिक द्वारा नाजमत दकया िाएगा:

परंत ु यह दक छानबीन सजमजत में कम से कम एक अजधकारी उस पि के स्ट्तर से ऊपर का होगा जिसके जलए चयन दकया िा रहा ह।ै

(2) छानबीन सजमजत द्वारा िॉटगजलस्ट्ट दकए गए उम्मीििारों पर चयन के जलए चयन सजमजत द्वारा जिचार दकया िाएगा।

10. चयन सजमजत– (1) महाजनिेिक द्वारा िैज्ञाजनक ‘ख’, िैज्ञाजनक ‘ग’, िैज्ञाजनक ‘घ’ और िैज्ञाजनक ‘ङ’ के पि पर चयन हते ु चयन सजमजत का गिन दकया िाएगा जिसमें जनम् नजलजखत सिस्ट् य होंग: े

(i) ब् यरू ो के िो अजधकारी िो िज्ञै ाजनक ‘च’ के स्ट् तर से अन्‍द यनू हों जिनमें से ज्यष्ठे अध् यि होगा; और

(ii) बाहर से तीन जििेषज्ञ िो िैज्ञाजनक ‘च’ की पंजि से अन्‍दयनू के हों: परन्‍दत ु अनुसूजचत िाजतयों या अनुसूजचत िनिाजतयों की श्रेणी से दकसी व्यजि के चयन के सबं ंध में इन श्रेजणयों से संबंजधत एक सिस्ट्य होगा।

(2) िैज्ञाजनक ‘च’ और िैज्ञाजनक ‘छ’ के पिों पर चयन के जलए चयन सजमजत म ें जनम्न जलजखत सिस्ट् य होंग:े

(i) सजचि, ब्यरू ो के प्रिासजनक जनयंत्रण िाले मंत्रालय या जिभाग - अध्यि

(ii) सजचि, जिज्ञान और प्रौद्योजगकी जिभाग; - सिस्ट्य

(iii) महाजनिेिक, भारतीय मानक ब् यरू ो; - सिस्ट्य

(iv) जनििे क, राष्ट्रीय भौजतक प्रयोगिाला; - सिस्ट्य

(v) जनिेिक, केंरीय खाद्य प्रौद्योजगक अनुसंधान संस्ट्र्ान; - सिस्ट्य, और

(vi) सजचि, कार्मगक और प्रजििण जिभाग या - सिस्ट्य उसका प्रजतजनजध िो दक संयुक् त सजचि स्ट् तर स े कम का न हो।

11. जनयजु ि प्राजधकारी– चयन सजमजत की जसफाररि पर जनयुजि प्राजधकारी द्वारा सभी पिों पर जनयुजि की िाएगी: परन्‍दतु केन्‍द रीय सरकार के पूि गअनुमोिन के जबना िैज्ञाजनक ‘च’ और िैज्ञाजनक ‘छ’ के पिों पर जनयुजि नहीं की िाएगी।

12. जनरहतग ा- (1) कोई भी व्यजि दकसी भी पि पर प्रारंजभक जनयुजि के जलए पात्र नहीं होगा, िब तक दक –6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] (क) उसन े 21 िष ग की आयु परू ी ना कर ली हो; और (ख) िह भारत का नागररक हो या िह व्यजि ऐस ेप्रिग गसे संबंजधत हो िो केंरीय सरकार के अधीन जनयुजि के जलए पात्र हो।

(2) ऐस ेव् यजि - (क) जिसन े ऐसे व् यजि जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ैया जििाह की संजििा की है; या (ख) जिसन े अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व् यजि से जििाह दकया ह ैया जििाह की संजििा की ह,ै उि पि पर जनयुजि का पात्र नहीं होगा।

13. भारत और भारत के बाहर सिे ा करन े के जलए िज्ञै ाजनकों के िाजयत्ि - (1)िैज्ञाजनक भारत और भारत से बाहर कहीं भी सेिा करने के जलए उत्तरिायी होगा।

(2) िैज्ञाजनक को ऐसे प्रजििण और प्रजििण के अनुक्म के ब्यौरे पर भारत या भारत से बाहर िाना होगा जिनका जिजनिय समय-समय पर केंरीय सरकार द्वारा दकया गया हो।

(3) यदि दकसी भी कारण से, प्रजििण के जलए ब्यौरेिार िैज्ञाजनक, प्रजििण के िौरान या ऐसे प्रजििण के पूरा होन े के तीन िषग की अिजध के भीतर अपनी सेिा को छोड़ िते ा ह ैतो उसे प्रजििण की परू ी लागत को प्रजतित्त करना होगा।

14. िज्ञै ाजनक ‘ख’ और इसस े ऊपर के पि पर प्रोन्नजत - (1)िैज्ञाजनक ‘ग’ से िैज्ञाजनक ‘छ’ तक के स्ट्तर के पिों पर प्रोन्नजत केंरीय सरकार द्वारा समय-समय पर िैज्ञाजनक सगं िनों के जलए यर्ा-संिोजधत, उपांतररत लचीली पूरक स्ट्कीम म ें अजधकजर्त रीजत स ेतत्काल जनचले स्ट्तर पर कायग करने िाल ेअजधकाररयों में से प्रोन्नजत की िाएगी।

(2) आंतररक छानबीन सजमजत हते ु - (क) िैज्ञाजनक ‘ङ’ तक के स्ट्तर पर प्रोन्नजत के जलए, महाजनिेिक द्वारा सजमजत गरित की िाएगी, जिसमें ब्यूरो के कम से कम िैज्ञाजनक ‘च’ स्ट्तर के तीन अजधकारी िाजमल होंगे ,और उनमें से ज्येष्ठतम सजमजत का अध्यि होगा तर्ा चयन प्रदक्या म ें परमाणु ऊिाग जिभाग, अंतररि एिं डीआरडीओ से एक बाहरी सिस्ट्य को सह-योजित दकया िाएगा;

(ख ) िैज्ञाजनक ‘ङ’ से िैज्ञाजनक ‘च’ और िैज्ञाजनक ‘च’ से िैज्ञाजनक ‘छ’ पर प्रोन्नजत के जलए, जनम्नजलजखत सिस्ट्यों की एक सजमजत गरित की िाएगी, अर्ागत् –

(i) अपर सजचि या संयुि सजचि, ब्यूरो पर प्रिासजनक जनयंत्रण िाल े मंत्रालय या जिभाग; - अध्यि

(ii) परमाणु ऊिाग जिभाग, अतं ररि एि ंडीआरडीओ स ेएक बाहरी सिस्ट्य, - सिस्ट्य; और िो िैज्ञाजनक ‘च’ या िैज्ञाजनक ‘छ’ के स्ट्तर स े कम के न हो,जिसे महाजनिेिक द्वारा नामजनर्िगष्ट दकया िाए;

(iii) ब्यूरो स ेऐसा कोई अजधकारी िो िैज्ञाजनक ‘च’ या िैज्ञाजनक ‘छ’ - सिस्ट्य के स्ट्तर स े कम के न हो, महाजनिेिक द्वारा नामजनर्िगष्ट दकया िाए;

(3) जनधागरण सजमजत – (क) िैज्ञाजनक ‘ङ’ के स्ट्तर तक प्रोन्नजत के जलए कायगकाररणी सजमजत द्वारा जनम्नजलजखत सिस्ट्यों को िाजमल दकया िाएगा, अर्ागत ् :-

(i) ब्यरू ो के ऐस े िो अजधकारी िो िैज्ञाजनक ‘च’ के स्ट्तर से अन्‍दयून हों जिसम ें स े ज्यष्ठे तम अध्यि होगा; और

(ii) बाहर स ेतीन जििेषज्ञ िो िैज्ञाजनक ‘च’ की पंजि स ेअन्‍दयनू के हों;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 7 परन्‍दत ु अनुसूजचत िाजतयों या अनुसूजचत िनिाजतयों की श्रेणी स े दकसी व्यजि के चयन के सबं ंध म ें इन श्रेजणयों स े संबंजधत एक सिस्ट्य होगा। (ख) िैज्ञाजनक ‘च’ और िैज्ञाजनक ‘छ’ के स्ट्तर पर प्रोन्नजत के जलए जनम्नजलजखत सिस्ट्य िाजमल दकए िाएंगे, अर्ागत ्

(i) ब्यरू ो पर प्रिासजनक जनयंत्रण िाल े मंत्रालय या जिभाग का सजचि; - अध्यि

(ii) अनुसंधान या िैज्ञाजनक गजतजिजधयों म ें िाजमल संस्ट्र्ाओं या संगिनों के - सिस्ट्य प्रिासजनक जनयंत्रण िाले अन्‍दय मंत्रालयों या जिभागों के िो सजचि या उनके ऐस ेप्रजतजनजध िो उपांतररत लचीली पूरक स्ट्कीम म ें जिस पि हते ु स्ट्िस्ट्र्ान े प्रोन्नजत की िानी ह,ै िे उससे कम स े कम एक स्ट्तर ऊपर के हों

(iii) महाजनिेिक, भारतीय मानक ब्यूरो - सिस्ट्य

(iv) जनििे क, राष्ट्रीय भौजतक प्रयोगिाला - सिस्ट्य

(v)जनििे क, केंरीय खाद्य प्रौद्योजगक अनुसंधान संस्ट्र्ान - सिस्ट्य

(4) िैज्ञाजनक ‘ख’ से िैज्ञाजनक ‘ग’, िैज्ञाजनक ‘ग’ से िैज्ञाजनक ‘घ’ और िैज्ञाजनक ‘घ’ से िैज्ञाजनक ‘ङ’ पर प्रोन्नजत करने हते ु िैज्ञाजनक संिगग के अजधकाररयों के संबंध म ें जनधागरण सजमजत की जसफाररिों को जनयुजि प्राजधकारी को अनुमोिन हते ु भेिा िाएगा।

(5) िैज्ञाजनक ‘ङ’ से िैज्ञाजनक ‘च’ और िैज्ञाजनक ‘च’ से िैज्ञाजनक ‘छ’ पर प्रोन्नजत करन े हते ु िैज्ञाजनक संिगग के अजधकाररयों के संबंध में जनधागरण सजमजत की जसफाररिों को केंरीय सरकार को अनुमोिन हते ु भेिा िाएगा।

(6) अजधकाररयों की यर्ा जसफाररि प्रोन्नजतयााँ, उनके अनुमोिन की तारीख से प्रभािी होंगी।

15. िज्ञै ाजनक ‘ख’ के पि पर प्रोन्नजत – (1) िैज्ञाजनक ‘ख’ पि पर प्रोन्नजत जिभागीय प्रजतयोगी परीिा के माध्यम से की िाएगी।

(2) िैज्ञाजनक ‘ख’ के पि पर प्रोन्नजत के जलए पात्र अजधकाररयों को जनम्नजलजखत घटकों के आधार पर प्रोन्नजत के जलए जनधागरण दकया िाएगा और प्रत्येक घटक के जलए सापेि जनधारग ण जनम्नानुसार होगाः (क) जलजखत परीिा - 50 प्रजतित (ख) िार्षगक कायगकाररता मल्ू यांकन ररपोटग – 50 प्रजतित

(3) जलजखत परीिा म ेंजनम्नजलजखत िो भाग होंगेः

(i) मानकीकरण और गणु ता जनयंत्रण से संबंजधत सामान्‍दय अिधारणाएाँ; और

(ii) अभ्यर्र्गयों के संबंजधत जिषय का तकनीकी ज्ञान, िैसा दक िसू री अनुसूची म ेंदिया गया गया है;

(4) जलजखत परीिा म ेंअहतग ा अकं पचपन प्रजतित होंगे।

(5) जपछल े पांच िषों के जलए िार्षगक कायगकाररता मूल्यांकन ररपोटग (एपीएआर) के जलए अकं आिंरटत दकए िाएगं े, िो एपीएआर ग्रेडडगं के अनुसार अजधकतम 10 अंकों म ेंसे प्रत्येक िषग के जलए जनम्न आधार पर होगा;: उत्कृष्ट 9 बहुत अच्छा 7 अच्छा 5 औसत 38 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(6) जलजखत परीिा म ें प्राप्त कुल अंकों और जपछले पााँच िषों के एपीएआर के मल्ू यांकन के आधार पर अभ्यर्र्गयों के चयन के जलए एक सूची तैयार की िाएगी।

(7) िैज्ञाजनक-ख की प्रोन्नजत के जलए अजधकाररयों के संबंध म ेंचयन सूची महाजनिेिक को अनुमोिन के जलए भेिी िाएगी।

(8) अजधकाररयों की प्रोन्नजत उनके अनुमोिन की तारीख से प्रभािी होगी।

16. स्ट्र्ायी सजमजतः (1) कम से कम िैज्ञाजनक ‘च’ के स्ट्तर स े ऊपर िाल े ब्यूरो के तीन अजधकाररयों के सजम्मलन स े कायगकारी सजमजत द्वारा जिषयों के समकि जनधागरण के जलए स्ट्र्ायी सजमजत बनाई िाएगी इनम ें से ज्यष्ठे तम अजधकारी सजमजत का अध्यि रहगे ा।

(2) जििेषज्ञता की आिश्यकता की पूर्तग के जलए िो दक अपेजित हो सकती है, स्ट्र्ायी सजमजत अपेजित प्रयोिन के जलए समय समय पर यर्ा अपेजित अजतररि जिषयों का अिधारण भी करेगी।

17. सिं ग ग की स्ट्िीकृत सख्ं या – (1) संिगग की स्ट्िीकृत संख्या केंरीय सरकार के अनुमोिन से कायगकाररणी सजमजत द्वारा समय-समय पर अिधारण दकए िाने के अनुसार होगी और इस संिगग संख्या में िैज्ञाजनक ख, ग, घ, ङ, च और छ के अंतगगत िाजमल दकए िान े िाले पिों की कुल संख्या ितगमान म ें579 होगी। परन्‍दत ु इन पिों की कुल संख्या प्राजधकृत संख्या से अजधक नहीं होने की ितग पर उपांतररत लचीली पूरक स्ट्कीम के अधीन स्ट्िस्ट्र्ान े प्रोन्नजत के कारण िैज्ञाजनक ख ,ग ,घ ,ङ ,च और छ पिों के बीच परस्ट् पर अतं गपररिगनीयता होगी।

(2)उपांतररत लचीली पूरक स्ट्कीम के अधीन स्ट्िस्ट्र्ाने प्रोन्नजत संबंजधत अजधकारी के जलए व्यजिगत होगी और इसके फलस्ट्िरूप जनम्न ग्रेड में कोई जिजिष्ट ररजि नहीं होगी।

(3)संबंजधत अजधकारी द्वारा ितगमान म ें धाररत पि अपग्रेड दकया िाएगा और स्ट्िस्ट्र्ान े प्रोन्‍दन त पि उनके पि ग्रहण करन े की अिजध के िौरान व्यजिगत होगा।

(4)अजधकारी की अजधिर्षगता ,त्यागपत्र,पिच्युजत या जनधन के कारण हुई ररजि के पररणामस्ट्िरूप िैज्ञाजनक ‘ख’ का मलू पि ही िापस ररि होगा।

18. जिजर्ल करन े की िजि– िहााँ कायगकाररणी सजमजत की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहााँ िह उसके जलए िो कारण ह ैं उन्‍दह ेंलेखबद्ध करके तर्ा केंरीय सरकार से परामि ग करके इन जनयमों के दकसी उपबंध को दकसी िगग या प्रिग गके व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी।

19. व्यािजृ त्त –इन जिजनयमों की कोई बात ऐस े आरिण ,आय-ु सीमा में छूट और अन्‍दय ररयायतों पर प्रभाि नहीं डालगे ी जिसका केंरीय सरकार द्वारा समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों ,अनुसूजचत िनिाजतयों ,भूतपूिग सैजनकों और अन्‍दय जििेष प्रिग गके व्यजियों के जलए उपबंध करना अपेजित ह।ै

NOTIFICATION New Delhi, the 27th October 2026 F. No. BS/11/07/2026-27.— In exercise of the powers conferred by section 39 of the Bureau of Indian Standards Act, 2016 (11 of 2016) and in supersession of the Bureau of Indian Standards (Recruitment to Scientific Cadre) Regulations, 2019, except as respects things done or omitted to be done before such supersession, the Bureau, with the previous approval of the Central Government, hereby makes the following regulations regulating the method of recruitment to the posts of Scientists in the Bureau of Indian Standards, Ministry of Consumer Affairs, namely:

1. Short title and commencement. - (1) These regulations may be called the Bureau of Indian Standards (Recruitment to Scientific Cadre) Regulations, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions. (1) In these regulations, unless the context otherwise requires–

(a) "Act" means the Bureau of Indian Standards Act, 2016 (11 of 2016);

(b) “appointing authority” means the Director General;

(c) “Assessment Committee” means the committee constituted under sub-regulation (3) of regulation 14;

(d) GATE means the Graduate Aptitude Test in Engineering conducted by the Indian Institute of Science and the Indian Institutes of Technology and validity of the Gate score shall be as decided by GATE Organizing Institute, from time to time.

(e) “Internal Screening Committee” means the committee constituted under sub-regulation (2) of regulation 14;

(f) “Public Disclosure Scheme” means the initiative of the Department of Personnel and Training, Ministry of Personnel, Public Grievance and Pensioners, Government of India wherein for making available publically scores of non-recommended willing candidates (Candidates who qualify the written examinations but are not recommended after the interview) of the recruitment examinations conducted by the Central Government recruiting agencies viz. Union Public Service Commission, Railway Recruitment Board, Defence Research and Development Organization, Indian Navy, and Staff Selection Commission etc;

(g) "Schedule" means a Schedule appended to these regulations;

(h) "Scientific Cadre" means the posts specified in Bureau of Indian Standards Scientific Cadre constituted under regulations 3 and 4;

(i) "Screening Committee" means the committee constituted under regulation 9;[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 29

(j) “Selection Committee” means the committee constituted under regulation 10;

(k) "Rules" means the Bureau of Indian Standards Rules.

(2) Words and expressions used in these regulations and not defined herein but defined in the Act or the rules shall have the meanings respectively assigned to them in the Act and the rules.

3. Constitution of Scientific Cadre. – There shall be constituted a Scientific Cadre to be called the Bureau of Indian Standards Scientific Cadre consisting of persons appointed to the posts specified in column (2) of the First Schedule and in the disciplines as specified in the Second Schedule.

4. Members of Scientific Cadre. – The following persons shall be the members of the Scientific Cadre,

namely :-

(a) persons from the erstwhile Indian Standards Institution Service Cadre who have become members of the Scientific Cadre under the Act;

(b) persons appointed to the Scientific Cadre of Bureau of Indian Standards prior to the commencement of these regulations; and

(c) persons appointed under these regulations.

5. Method of recruitment, Level in Pay Matrix, age-limit, qualifications, etc.– The method of recruitment, level in the Pay Matrix, age-limit, qualifications and other matters relating thereto shall be as specified in the First Schedule.

6. Direct recruitment of Scientist ‘B’. – (1) Direct recruitment to the post of Scientist ‘B’ shall be made in accordance with sub-regulation (3) on the basis of:

(a) the final score in any latest examination under Public Disclosure Scheme in respect of those disciplines specified in the Second Schedule;

(b) the GATE score in respect of the disciplines specified in the Second Schedule;

(c) the score obtained in a latest national level examination conducted by a Government agency other than covered in Public Disclosure Scheme or by competitive examination by the Bureau through a professional institution or agency as approved by the Director General in respect of those disciplines for which any examination under Public

Disclosure Scheme or GATE is not conducted:

Provided that in respect of common disciplines in which examination under Public Disclosure Scheme and GATE are conducted, the vacancies shall initially be filled by any examination under Public Disclosure Scheme, if candidates of suitable discipline are available and in case where the vacancies for common disciplines remain unfilled, the same may be filled after approval of the Executive Committee through GATE Score:

Provided further that the Executive Committee shall identify the examination under Public Disclosure Scheme, based on the discipline from which recruitment to the post of Scientist ‘B’ shall be made.

(2) The discipline wise requirement of scientists shall be determined with the approval of the Executive Committee on the basis of the existing strength of scientists and the discipline-wise vacancies.

(3) The vacancies shall be filled in the following manner, namely :-

(a) the vacancies shall be advertised on All-India basis in the leading newspapers giving among others, full information regarding discipline wise number of posts, qualification, age-limit, reservation for the Scheduled Castes, the Scheduled Tribes and such other categories of persons as may be notified by the Central Government from time to time;

(b) candidates possessing Bachelor’s Degree in Engineering or Technology or Medicine or equivalent or Master’s Degree in Natural Sciences or equivalent from university/institution/board recognised by the Central Government or approved by Government regulatory bodies with maximum age of thirty years shall be eligible to apply for the post of Scientist ‘B’:

Provided that the upper age limit may be relaxed in case of officers and employees of the Bureau and in respect of such categories of persons as may be notified by the Central Government from time to time;

(c) the candidates having a final score in any examination under Public Disclosure Scheme or GATE score, as applicable, shall be shortlisted for interview and the number of candidates to be called for interview or group discussion and interview shall be not more than six times the number of vacancies advertised in the respective disciplines in order of merit;

(d) for appointment through competitive examination, the Bureau shall conduct a competitive examination through a professional institution or agency as approved by the Director General and the number of candidates to be called for interview or group discussion and interview shall not be more than six times the number of vacancies advertised in the respective disciplines, in order of merit from among those who have secured a minimum of fifty per cent marks in the30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4] competitive examination;

(e) for appointment through the national level examination conducted by a Government agency other than covered in Public Disclosure Scheme, approval of the Executive Committee shall be obtained and number of candidates to be called for interview or group discussion and interview shall not be more than six times the number of vacancies advertised in the respective disciplines in order of merit.

(f) the candidates shall be selected discipline-wise by one or more Selection Committees on the basis of merit as determined by the aggregate marks obtained by giving eighty-five percent weightage to final score of examination under the Public Disclosure Scheme or GATE score, as the case may be, specified in clause (c) or examination process specified in clause (d) or score of examination specified in clause (e) and by giving fifteen percent weightage to interview or group discussion and interview under clause (c), clause (d) and clause (e);

(g) in cases where the vacancy reserved for the Scheduled Castes, the Scheduled Tribes and any other categories notified by the Central Government cannot be filled on the basis of the criteria laid down in clauses (c), (d), (e) and (f), be selected by giving relaxation subject to suitability of these candidates;

(h) a reserved list of successful candidates may be drawn which shall remain valid for a period of one year from the

date such list is drawn:

Provided that the number of candidates in the reserved list shall not exceed the number of posts advertised.

7. Probation and surety bond for Scientist ‘B’. - (1) The Scientist ‘B’ appointed on direct recruitment or on promotion shall be on probation for a period of two years during which the Director General shall arrange to give them such training and responsibilities as deemed necessary and prescribe departmental examination or examinations to be passed for successful completion of probation.

(2) On expiry of the period of probation, steps shall be taken to obtain the assessment reports of the probationer to –

(a) confirm the probationer and issue orders regarding satisfactory termination of probation, if the probationer has completed the period of probation to the satisfaction of the appointing authority; or

(b) extend the period of probation by not more than six months or discharge the probationer or terminate the services of the probationer, as the case may be, in accordance with the rules and orders:

Provided that if the probationer is a promotee, he may be reverted to his former position instead of terminating his service on recommendations of the appropriate Selection Committee.

(3) The decision to confirm the probationer or to extend the period of probation, as the case may be, shall be communicated to the probationer normally within eight weeks of expiry of period of probation.

(4) The confirmation of the probationer after completion of the period of probation is not automatic but shall be followed by formal order and in the absence of such an order, such probationer shall be deemed to be on probation.

(5) The date from which confirmation shall be given effect is the date following the completion of the period of probation or the extended period of probation, as the case may be.

(6) On appointment to the post of Scientist ‘B’, the candidate shall furnish a surety bond in the form specified by the Bureau for serving the Bureau for a minimum period of three years and in case such person decides to leave the service either by resignation or absence from service without permission, before three years from the date of appointment, he shall reimburse the Bureau six months emoluments at the rate last drawn by him unless he has worked for a shorter period in which case he shall be required to reimburse the full amount drawn by him.

8. Selection by deputation. – (1) Where the Executive Committee considers it is expedient so to do in the interest of the Bureau, it may fill up such number of posts at the level of Scientist ‘C’ and above upto Scientist ‘G’ by

deputation:

Provided that in case of posts of Scientist ‘F’ and Scientist ‘G’, the approval of Central Government shall be required.

(2) The posts to be filled by deputation shall be advertised in the leading newspapers giving among others, full information regarding number of posts, qualifications, experience, age-limit, special expertise, if required, as specified in the First Schedule.

(3) Candidates who fulfill the requirements and are shortlisted by the Screening Committee shall be called for selection.

9. Screening Committee. – (1) A Screening Committee consisting of three officers of the Bureau not below the rank of Scientist ‘D’ for the post to be filled by deputation and by direct recruitment except under clause (d) of sub-regulation (3) of regulation 6 and the senior most amongst them shall be the Chairperson of the committee, who

shall be nominated by the Director General:

Provided that at least one officer in the Screening Committee shall be above the rank of the post for which the selection is being made.[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 31

(2) The candidates as shortlisted by the Screening Committee shall be considered by the Selection Committee for selection.

10. Selection Committee. – (1) A Selection Committee for selection to the posts of Scientist ‘B’, Scientist ‘C’, Scientist ‘D’ and Scientist ‘E’ shall be constituted by the Director General comprising the following members,

namely :-

(i) two officers of the Bureau not below the level of Scientist ‘F’, senior among whom shall be the Chairperson; and

(ii) three experts from outside not below the rank of Scientist ‘F’:

Provided that one such member shall belong to the Scheduled Castes or Scheduled Tribes category in case of selection of person from these categories.

(2) The Selection Committee for selection to the posts of Scientist ‘F’ and Scientist ‘G’ shall comprise the following members, namely :-

(i) Secretary, Ministry or Department having - Chairperson; administrative control of the Bureau

(ii) Secretary, Department of Science and Technology - Member;

(iii) Director General, Bureau of Indian Standards - Member;

(iv) Director, National Physical Laboratory - Member;

(v) Director, Central Food Technological Research Institute - Member; and

(vi) Secretary, Department of Personnel and Training - Member or his representative not below the rank of Joint Secretary

11. Appointing authority. – Appointments to all posts shall be made by the appointing authority on the

recommendations of the Selection Committee:

Provided that no appointment to the posts of Scientist ‘F’ and Scientist ‘G’ shall be made without the prior approval of the Central Government.

12. Disqualification. – (1) No person shall be eligible for initial appointment to any post, unless–

(a) he has attained the age of twenty-one years; and

(b) he is citizen of India or belongs to such category of persons as may be eligible for appointment under the Central Government.

(2) No person, –

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts.

13. Liability of Scientists to serve in India and outside. – (1) The Scientists shall be liable to serve anywhere in India and outside India.

(2) Scientist shall be liable to undergo such training and be detailed on courses of instruction in India or outside India as the Central Government may decide from time to time.

(3) Scientists detailed for training shall refund in full the cost of training, if for any reason during the training or within a period of three years after the completion of such training, he chooses to discontinue his service.

14. Promotion of Scientists ‘B’ and above. – (1) The promotions to the posts of Scientist ‘C’ upto level of Scientist ‘G’ shall be made from amongst the officers serving in the immediate lower grade in the manner as laid down in the Revised Flexible Complementing Scheme for Scientific organisations as amended from time to time by the Central Government.

(2) An Internal Screening Committee for -

(a) promotion upto the level of Scientist ‘E’ shall be constituted by the Director General, comprising of three officers of the Bureau not below the rank of Scientist ‘F’ and the senior most amongst them shall be the Chairperson of the committee and an external member from the Departments of Atomic Energy, Space or DRDO, shall be co-opted in the selection process;

(b) promotion of Scientist ‘E’ to Scientist ‘F’ and Scientist ‘F’ to Scientist ‘G’ shall comprise of the following members, namely: -32 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC.4]

(i) Additional Secretary or Joint Secretary, Ministry or Department Chairperson; having administrative control of the Bureau -

(ii) one external member not below the level of Scientist ‘F’ or Scientist ‘G’, Member; and from the Departments of Atomic Energy, Space or DRDO, to be nominated by the Director General -

(iii) one officer from the Bureau not below the level of Scientist ‘F’ Member or Scientist ‘G’, to be nominated by the Director General -

(3) An Assessment Committee for –

(a) promotion upto the level of Scientist ‘E’ shall be constituted by the Executive Committee comprising the following members, namely: -

(i) two officers of the Bureau not below the level of Scientist ‘F’ and the senior between them shall be the Chairperson; and

(ii) three experts from outside not below the rank of Scientist ‘F’:

Provided that one member shall belong to the Scheduled Castes or the Scheduled Tribes category, in case of selection of person from these categories.

(b) promotion to the posts of Scientist ‘F’ and Scientist ‘G’ shall comprise of the following members, namely: -

(i) Secretary of the Ministry or Department having administrative - Chairperson; control of the Bureau

(ii) two Secretaries of other Ministry or Department having - Members; administrative control over institution(s) or organization(s) involved in research or scientific activities or his representative who is at least one level above the post to which in-situ promotion under Revised Flexible Complementing Scheme is to be made

(iii) Director General, Bureau of Indian Standards - Member;

(iv) Director, National Physical Laboratory - Member; and

(v) Director, Central Food Technological Research Institute - Member.

(4) The recommendations of the Assessment Committee in respect of officers of Scientific Cadre for promotion of Scientist ‘B’ to Scientist ‘C’, Scientist ‘C’ to Scientist ‘D’ and Scientist ‘D’ to Scientist ‘E’ shall be referred to the appointing authority for approval.

(5) The recommendations of the Assessment Committee in respect of officers of Scientific Cadre for promotion of Scientist ‘E’ to Scientist ‘F’ and Scientist ‘F’ to Scientist ‘G’ shall be referred to the Central Government for approval.

(6) Promotions of the officers as recommended shall be effective from the date of such approval.

15. Promotion to the post of Scientist ‘B’. – (1) The promotions to the posts of Scientist ‘B’ shall be made through the Limited Departmental Competitive Examination.

(2) Officers eligible for promotion to the post of Scientist ‘B’ shall be assessed for promotion on the basis of the

following components and the relative weightage for each component shall be as follows:-

(a) written examination - 50 per cent

(b) Annual Performance Appraisal Reports - 50 per cent[भाग III—खण् ड 4] भारत का रािपत्र : असाधारण 33

(3) The written examination shall consist of two parts covering the following:-

(i) general concepts relating to Standardization and Quality Control; and

(ii) technical knowledge pertaining to the respective discipline of the candidates, as provided in the Second Schedule;

(4) The qualifying marks in the written examination shall be fifty-five per cent

(5) Marks for Annual Performance Appraisal Reports for the previous five years shall be allotted out of a maximum of 10 marks for each year, according to the grading in Annual Performance Appraisal Reports on the

following basis:

(6) A select list shall be prepared in order of merit of the candidates on the basis of the total marks obtained in written examination and Annual Performance Appraisal Reports of the previous five years according to their respective weightage.

(7) The select list in respect of officers for promotion to Scientist ‘B’ shall be referred to the Director General for approval.

(8) Promotions of the officers shall be effective from the date of such approval.

16. Standing Committee. – (1) A Standing Committee shall be constituted by the Executive Committee to determine the equivalence of disciplines comprising of three officers of the Bureau not below the rank of Scientist ‘F’ and the senior most amongst them shall be the Chairperson of the Committee.

(2) In order to accommodate the dynamic needs of expertise that may be required, the Standing Committee shall also determine the additional disciplines as required from time to time for the purposes of recruitment.

17. Sanctioned strength of cadre. – (1) The sanctioned strength of cadre shall be such as may be determined from time to time by the Executive Committee with the approval of the Central Government and the cadre strength shall specify the number of posts to be covered under Scientific Cadre as a whole and shall be 579 as on date:

Provided that there shall be interchangeability between the posts of Scientist ‘B’, Scientist ‘C’, Scientist ‘D’, Scientist ‘E’, Scientist ‘F’ and Scientist ‘G’ on account of in-situ promotion under the Revised Flexible Complimenting Scheme subject to the condition that total numbers of these posts taken together shall not exceed the sanctioned strength of cadre.

(2) The in-situ promotion under the Revised Flexible Complementing Scheme shall be personal to the officer concerned and shall not result in specific vacancy in lower grade on that account.

(3) The post currently held by concerned officer shall be upgraded and shall be personal to him for duration of his holding the in-situ promotion post.

(4) The vacancy that may be created owing to superannuation, resignation, removal or death of the officer shall result in the post reverting to the original position of Scientist ‘B’.

18. Power to relax. - Where the Executive Committee is of the opinion that it is necessary or expedient so to do, it may, with the approval of the Central Government, for reasons to be recorded in writing, relax any of the provisions of these regulations in respect of any class or category of persons.

19. Saving. - Nothing in these regulations shall affect reservations, relaxation of age limit and other concessions

provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

20.
