Will the Minister of HOME AFFAIRS be pleased to state:

(a) whether the Government has taken a note of the successful anti- narcotics drive ‘Operation Toofan’ launched by the State of Kerala recently;

(b) whether the Government will take initiative for a similar anti-narcotics drive nation-wide and will provide special assistance for States and UTs and if so, the details thereof;

(c) whether the Government noted that as per National Crime Record Bureau

(NCRB) data the number of cases registered under the Narcotic Drugs & Psychotropic Substances (NDPS) Act are comparatively lower in some states which are having large drug seizures and if not, the reasons therefor;

(d) the details of drug seizure, the number of cases registered and the number of convictions during the last three years and the current years, State wise;

(e) whether the Government is aware of the low conviction rate in the drug seizure cases and if so, the details thereof; and

(f) whether the Government has any proposal to launch a nationwide multi- agency operation involving State Police, Narcotics Control Bureau, Customs, Coast Guard and other enforcement agencies on the lines of these campaigns to identify, arrest and prosecute drug traffickers and dismantle organised narcotics networks?-2- L.S.US.Q.NO. 3800 FOR 11.08.2026 ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)

(a) Government is aware about launching the Statewide anti-narcotics campaign, “Operation Toofan – The Narco Hunt”, on 2nd June, 2026 by the State of Kerala, with the objective of curbing the drug menace across the State.

(b) To address the challenge of illicit drug trafficking & abuse of drugs, Vision Document on Narcotics Control (2026-2029) has been released on

26.06.2026. The Vision Document is to be implemented by the concerned Central Ministries/ Departments/ Agencies and the State Governments/UTs as per the action points and timelines specifically mentioned for each Central Ministry/ Department/ Agency in a timespan of three years. It is further envisaged that States and Districts would prepare their vision for 3 years Road Map to control drugs in consonance with the National Road Map outlined in the Vision Document. The four key focus areas outlined in the

vision document are as under: -

(i) Enforcement (Intelligence & Operations)

(ii) Precursors & Synthetic Drugs Control

(iii) Demand & Harm Reduction

(iv) Capacity Building & Coordination-3- L.S.US.Q.NO. 3800 FOR 11.08.2026 Further, the Government of India through Narcotics Control Bureau (NCB) provides financial assistance to the States and UTs under the scheme "Assistance to States and UTs for Narcotics Control". The financial assistance to the extent of Rs. 24.42 crore were released to the States/UTs during the last five years under the scheme.

(c) to (e) National Crime Records Bureau (NCRB) collects data from State/ UTs and publishes. Before compilation and publication of the data, it is duly validated and certified by the concerned Additional Director General/ Inspector General in-charge of the State Crime Records Bureau (SCRB)/ Crime Investigation Department (CID) of respective States/ UTs.

As per latest data published by NCRB pertaining to the year 2024; ‘State- wise/ UT-wise drug seizures’ and ‘State-wise/ UT-wise number of cases registered (CR), number of convictions (CON) and conviction rate (CVR)’ under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985 during the 2022-2024 are at Annexure-I and Annexure-II respectively.

(f) The Vision Document on Narcotics Control (2026–2029) released on

26.06.2026 envisages intelligence-driven, network-centric enforcement with enhanced inter-agency coordination to identify, investigate and dismantle organised drug trafficking networks. Under the Vision Document,-4- L.S.US.Q.NO. 3800 FOR 11.08.2026 enforcement agencies, including NCB, State Police, Customs, Coast Guard and other concerned agencies, are working in close coordination through institutional mechanisms such as NCORD, the Joint Coordination Committee

(JCC), intelligence sharing platforms and joint operations. The strategy focuses on identifying and dismantling major drug cartels, targeting traffickers at the transnational, interstate, state and district levels, undertaking mandatory financial investigations in commercial quantity cases, disrupting proceeds of crime and effectively prosecuting offenders.
