Will the Minister of LABOUR AND EMPLOYMENT be pleased to
state:
(a)the details of total number of industrial accidents reported in the country during the last ten years and the current year, along with the number of deaths and injuries caused therein, State/UT-wise;
(b)the details of such accidents caused due to violations of safety protocols, non-compliance with statutory regulations, failure to provide safety equipment, negligence of the management, human errors or any other connected reasons thereof;
(c)the details of industries, contractors, establishments etc., held liable for such violations along with the actions taken against them by the Government, including imposition of fines, suspension, cancellation of licenses, blacklisting etc.;
(d)whether the Government has carried out any assessment to find out the reasons for recurring industrial accidents despite existing safety laws and if so, the findings thereof and if not, the reasons therefor; and
(e)whether the Government has proposed any measures to reduce industrial accidents, ensure safety of workers and stricter enforcement of safety measures in the industries across the country and if so, the details thereof? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE)
(a) to (e): The Central Government has enacted the Occupational Safety, Health and Working Conditions (OSH&WC) Code, 2020, which has come into force from 21.11.2025, to regulate occupational safety, health and working conditions of the persons employed in an establishment including factories and for matters connected therewith or incidental thereto. The Central Government has also notified OSH & WC (Central) Rules 2026 on 08.05.2026.

There are elaborate provisions pertaining to occupational safety, health, welfare, hazardous processes, penalties and procedures etc. under the OSH & WC Code 2020 and rules framed thereunder. The Occupier and Managers of the factories registered under the OSH & WC Code 2020 are required to comply with the provisions of the Code and rules framed thereunder. In case of violations of any of the provisions thereof, the Chief Inspector cum Facilitator / Inspector cum Facilitator, notified under the OSH & WC Code 2020, is empowered to initiate legal action against the occupier and manager of the factories.
Directorate General Occupational Safety and Health
(DGOSH), an attached office of Ministry of Labour and Employment collects the data of accidental deaths and injuries of workers from States / Union Territories (UTs) in case of factories registered under Factories Act, 1948 [now subsumed under OSH & WC Code 2020]. The major causes of accidents are persons falling from height, fire, explosion, machinery moved by mechanical power, electrocution, struck by falling bodies, etc. As per information received from States / UTs, the details of fatal and non - fatal injuries in factories, state-wise, during calendar year 2015 to 2024 are at Annexure-I and Annexure II respectively. The details prosecution, conviction, penalty imposed in registered factories during 2022 - 2024 is at Annexure III.
