Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:
(a) the number of clusters approved, ongoing and completed under the Scheme of Fund for Regeneration of Traditional Industries (SFURTI) in Rajasthan, district-wise including Tonk and Sawai Madhopur;
(b) the total amount of funds sanctioned and utilized under the said scheme in Rajasthan since its inception, along with the number of artisans and traditional workers directly benefited therefrom, gender- wise;
(c) whether the Government has identified traditional industry clusters such as stone carving, carpet weaving and handloom in the Tonk-Sawai Madhopur, Lok Sabha Constituency for support under the said scheme or Micro and Small Enterprises-Cluster Development Programme (MSE-CDP) and if so, the details thereof;
(d) the monitoring mechanism in place to assess the income growth of artisans after the completion of SFURTI clusters; and
(e) the corrective steps taken to address the gaps/shortfall in achieving the targets for income growth of artisans, if any? ANSWER MINISTER OF MICRO, SMALL AND MEDIUM ENTERPRISES (SHRI JITAN RAM MANJHI)
(a) to (e): A Statement laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO THE PARTS OF (a) to (e) OF LOK SABHA STARRED QUESTION NO. *170 FOR ANSWER ON 30.07.2026.
(a): Under the Scheme of Fund for Regeneration of Traditional Industries (SFURTI), which was in operation upto September, 2022, 34 clusters have been approved in Rajasthan. Out of these, 25 clusters are functional and 09 clusters are in progress. The district-wise (including Tonk and Sawai Madhopur) number of approved, functional and in-progress clusters in Rajasthan are placed at Annexure-I.
(b): The total committed Government of India (GoI) assistance for 34 approved clusters in Rajasthan is Rs. 93.00 crore, out of which Rs. 78.95 crore has been released and utilized. These clusters are benefiting 18,209 artisans, comprising 9,715 male artisans and 8,494 female artisans.
(c): Under the SFURTI Scheme, three clusters have been approved in the Tonk-Sawai Madhopur Lok Sabha Constituency, for carpet weaving, handicrafts and beekeeping/honey processing.
However, no proposal related to stone carving and handloom cluster has been received under the Micro and Small Enterprises Cluster Development Programme (MSE-CDP)for the TonkโSawai Madhopur Lok Sabha Constituency.
(d): As per the Scheme Guidelines, the performance and sustainability of SFURTI clusters, including indicators relating to artisans' livelihoods and income generation, are monitored through a multi-tier mechanism involving the Implementing Agency (IA), Technical Agency (TA), Nodal Agency (NA) and the Ministry. The monitoring mechanism includes periodic review meetings, field visits, monitoring of production and sales, utilisation of Common Facility Centres (CFCs), market linkages, and audited reports, along with review of cluster-level data relating to production, sales and other operational parameters to assess cluster performance and sustainability.
(e): Wherever gaps or shortfalls are identified, corrective measures are undertaken through strengthened monitoring, capacity-building and visits, improved utilisation of CFCs, enhanced market linkages through participation in fairs, exhibitions and technical handholding, wherever feasible, to improve artisans' income-generating opportunities and ensure long-term sustainability of the clusters.
