1975. SHRI DULU MAHATO Will the Minister of CIVIL AVIATION
be pleased to state:-
(a) whether the non-allocation of land and lack of consent by the State Government of Jharkhand is the main obstacle in the establishment of a greenfield airport and commencement of flight operations in Dhanbad;
(b) whether it is true that the construction of an airport would generate large- scale employment opportunities, economic prosperity and revenue in the region and if so, the details thereof;
(c) the details of the correspondence made by the Union Government with the State Government of Jharkhand so far to resolve the impasse and facilitate the project;
(d) whether the Union Government is considering an alternative model for developing an airport on unused land of any Central Public Sector Undertaking such as Coal India or BCCL without depending on the said State Government and if so, the details thereof; and
(e) the concrete steps proposed to be taken by the Union Government to provide air connectivity to Dhanbad and resolve the impasse? ANSWER Minister of State in the Ministry of CIVIL AVIATION (Shri Murlidhar Mohol)
(a) to (e): As per Greenfield Airports (GFA) Policy, 2008, any airport developer including the State Government desirous of developing a Greenfield airport are required to identify a suitable site and get the Pre-feasibility Study conducted and submit a proposal to the Central Government for 'Site Clearance' followed by an 'In-Principle' approval.
As of now, no proposal seeking Site Clearance under GFA Policy has been received for construction of a Greenfield Airport in Dhanbad.
As per the GFA Policy, the responsibility for implementation of the Greenfield airport projects including land acquisition, Rehabilitation & Resettlement, funding, obtaining mandatory clearances etc. lies with the airport developer concerned or the State Government, as the case may be.
