Will the Minister of FISHERIES, ANIMAL HUSBANDRY AND DAIRYING be pleased to state:

(a) the current physical progress and status of the five fishing harbour projects sanctioned under the Sagarmala programme, specifically Juvvaladinne, Uppada, Nizampatnam and Machilipatnam in Andhra Pradesh;

(b) the status of Phase-2 projects at Budigatlapalem, Pudimadaka and Kothapatnam in Andhra Pradesh;

(c) the current status of fishing harbour and fish landing centre projects in Andhra Pradesh;

(d) the Central assistance sanctioned and released under PMMSY and the status of the remaining proposed projects; and

(e) the operational status of the Visakhapatnam fishing harbour upgrade, including the current vessel handling capacity, number of active beneficiaries and the commissioning status of international- standard landing and auctioning facilities? (a) to (e) The Department of Fisheries, Government of India has approved fisheries projects at a total cost of Rs 2328.89 Crore in State of Andhra Pradesh under Central Sponsored Scheme Component of Pradhan Mantri Matsya Sampada Yojana (PMMSY) with central share of Rs 681.38 Crore and an amount of Rs 462.56 crore has already been released to the Government of Andhra Pradesh under the PMMSY. The approved projects include 4 project of development of fishing harbours namely at Pudimadaka, Budgatlapalem, Kothapathnam and Kakinada, 1 project of modernization of Visakhapatnam fishing harbour and 6 projects of development of fish landing centres namely at Rajayyapeta, Chintapalli, Dhondawaka, Rayadaruvu, Bheemili and Uppalanka approved at a total cost of Rs 1515.14 Crore in Andhra Pradesh under the Pradhan Mantri Matsya Sampada Yojana.The Department of Fisheries, Ministry of Fisheries, Animal Husbandry and Dairying has approved the proposal of the Government of Andhra Pradesh in March 2020 for the construction of a fishing harbour at Juvvaladinne in SPSR Nellore District of Andhra Pradesh at an estimated cost of Rs. 288.80 crore with central share of Rs 138.29 Crore under the Centrally Sponsored Scheme (CSS) on Blue

Revolution: Integrated Development and Management of Fisheries. The project was approved in convergence with the Sagarmala Scheme of Ministry of Ports, Shipping and Waterways (MoPSW) with equal sharing of the centre share. The Government of Andhra Pradesh has reported that the physical progress of project about 97.98% has been achieved and finishing works are in progress.

The Department of Fisheries, Government of India has approved the proposals of the Government of Andhra Pradesh under Fisheries and Aquaculture Infrastructure Development Fund (FIDF) scheme in March 2020 for the Construction of 3 Fishing harbours at Uppada at an estimated cost of Rs 289.4 Crores, Nizampatnam at an estimated cost of Rs 340.78 Crores and Machilipattinam at an estimated cost of Rs 252 Crores.

The details of sanctioned cost with current status of various fishing harbour and fish landing centre project approved under the PMMSY and FIDF are furnished at Annexure-I.

The Department of Fisheries, Government of India has approved the project of “Modernization and Upgradation of Visakhapatnam Fishing Harbour” at a cost of Rs 178.51 Crore under central sector component of the PMMSY in convergence with Sagarmala Scheme of Ministry of Ports, Shipping and Waterways (MoPSW). The project is implemented by Visakhapatnam Port Authority and it is reported that about 53.75% progress is achieved and that the project is scheduled to be completed by

31.03.2027. The existing vessel handling capacity of the fishing harbour is 400 mechanized fishing vessels. Upon completion, the modernization project is expected to directly and indirectly benefit around 10,000 fishermen by providing improved fish landing, handling, auctioning and post-harvest infrastructure.

The remaining proposal of Government of Andhra Pradesh for Development of Smart and Integrated Fishing Harbour at Kakinada in Andhra Pradesh was approved by Department of Fisheries, Government of India in June, 2026 at an estimated cost of Rs 72.42 Crore under the PMMSY.
