2463. SMT. APARAJITA SARANGI:

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:

(a) the details of number of athletes representing India on Global Sports platforms from Odisha and rest of India;

(b) the status of implementation of Government Sports schemes in Odisha;

(c) whether the Government has any long term strategy to promote all kinds of Sports and if so, the details thereof;

(d) whether the Government has taken any steps to increase participation of Odisha and India in Global Sports Events and if so, the details thereof; and

(e) whether the Government proposes to establish Olympics-level Sports Complex in Bhubaneshwar by considering its existing Sports infrastructure and if so, the details thereof? ANSWER THE MINISTER OF YOUTH AFFAIRS AND SPORTS [DR MANSUKH MANDAVIYA]

(a): Under the Target Olympic Podium Scheme (TOPS), the Government provides comprehensive support to India's elite athletes with the objective of enhancing their performance at the Olympic Games, Paralympic Games and other major international sporting events. Under TOPS, this Ministry is providing support to total 446 Athletes, out of which 14 Athletes are from Odisha State.

Page 1 of 3(b): ‘Sports’ being a State subject, the responsibility of development of sports, including promotion of sports and establishing sports complexes, rests primarily with the State/Union Territory Governments. The Union Government supplements the efforts of the States, by implementing various schemes for the promotion and development of sports across the country including the State of Odisha. The details of the schemes are available in the public domain on the website of the Ministry (https://yas.nic.in ).

Under the component ‘Creation and Up-gradation of Sports Infrastructure’ of the Khelo India Scheme, 05 sports infrastructure projects have been sanctioned in the State of Odisha at cost of ₹

71.95 crore. Details of these projects are available at

Further, 31 Khelo India Centres (KICs) are being run in the state of Odisha. The state of Odisha also has one (01) Khelo India State Centre of Excellence for Hockey, Weightlifting and Athletics. The details of these centres are available at

https://dashboard.kheloindia.gov.in . Additionally, there are Sports Authority of India (SAI) Training Centres at Cuttack, Sundergarh, and Dhankenal, and National Centre of Excellence (NCoE) at Jagatpur.

(c): Yes. The Government has formulated Khelo Bharat Niti-2025, which aims to transform the country's sporting landscape and prepare it for international excellence, including the 2036 Olympics.

The policy outlines a comprehensive roadmap structured around five

major pillars: • Nation's Excellence on the Global Stage - strengthening block- to-national level ecosystems, talent identification, sports science, elite coaching, and athlete support; • Sports for Economic Development - boosting sports tourism, manufacturing through Make in India, startups, and public- private partnerships;

• Sports for Social Development - ensuring equal access for underrepresented groups such as women, tribal youth, and persons with disabilities, while promoting indigenous games;

Page 2 of 3• Sports – A People's Movement - fostering nationwide health and fitness through workplace/school fitness indices and community events ; • Alignment with National Education Policy (NEP) 2020 - integrating sports and physical education into school curricula.

This strategy is further backed by reforms in sports governance, anti- doping regulations, technology for monitoring performance, and collaboration with relevant stakeholders to establish India as a global sporting powerhouse.

(d): Yes, sir. The Government provides financial and technical support to athletes for participation in international competitions through schemes such as the Assistance to National Sports Federation Scheme and the Target Olympic Podium Scheme (TOPS).

Assistance is provided for coaching, sports science support, equipment, exposure to international competitions, training camps and other athlete-centric requirements to enhance India's performance at global sporting events. These benefits are available to eligible athletes across the country including the state of Odisha.

(e): At present, no such proposal is under consideration. ***** Page 3 of 3
