Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Government has undertaken any assessment of the implementation and overall performance of the Smart Cities Mission (SCM) across the country and if so, the details and the key findings thereof, city-wise;

(b) the details of the projects sanctioned, completed, operationalised and under implementation under the Mission including the status of Integrated Command and Control Centres (ICCCs) across the country, city-wise;

(c) whether the Government has taken any measures to strengthen monitoring, transparency, accountability and timely execution of projects under SCM and if so, the details thereof, city-wise;

(d) the details of the use of digital platforms, third-party audits and other monitoring mechanisms for monitoring the implementation of projects under SCM;

(e) the manner in which the assets and digital infrastructure created under the Mission are proposed to be leveraged for improving urban governance, citizen-centric service delivery and long-term sustainability of cities;

(f) whether any proposal is under consideration for expansion of SCM or related digital and urban infrastructure projects in the major urban areas across the country and if so, the details thereof, State/UT-wise;

(g) whether the Government has any proposal or policy framework to replicate and extend the technological interventions and urban governance tools developed under the SCM to non- selected Tier-2 and Tier-3 municipal bodies in tribal and developing regions of the country and if so, the details thereof? 06.08.2026 REGARDING IMPLEMENTATION OF SMART CITIES MISSION

(a): Yes. NITI Aayog in its report titled ‘Evaluation of Centrally Sponsored Schemes in Package 4 – Urban Transformation and Skill Development’ published in September 2025, has concluded that the Smart Cities Mission (SCM) demonstrates strong alignment with national urban priorities and citizen needs, contributing significantly to multiple United Nations Sustainable Development Goals. As per the report, the Mission has achieved a high project completion rate of 93% of 8,063 projects and 100% completion of Integrated Command and Control Centres (ICCCs), leading to measurable improvements in urban livability, mobility, safety, and environmental outcomes.

(b): Under SCM, 8,064 projects worth ₹1,64,811 Cr were taken up since inception of the Mission. As reported by States/UTs as on

31.03.2026, 7,790 projects (97%) worth ₹1,56,257 Cr have been completed. ICCCs have been established in all 100 Smart Cities.

State/UT-wise and City-wise status of smart city projects is at Annexure.

(c) and (d): SCM has come to end on 31.03.2025. Ministry of Housing and Urban Affairs (MoHUA) followed multi-level review structure to expedite the progress of projects under the SCM. At the National level, implementation was monitored by an Apex Committee headed by Secretary, MoHUA. At the State level, Mission implementation was monitored by the State level High Powered Steering Committee (HPSC) chaired by the Chief Secretary. At the City level, there was provision for establishing Smart City Advisory Forum (SCAF) for all 100 cities to advise and enable collaboration among various stakeholders. The monitoring of physical and financial progress of the projects under the mission was done through Geo Spatial Management Information System (GMIS) portal for effective monitoring and evaluation.

Further, post closure of SCM on 31.03.2025, Ministry of Housing and Urban Affairs (MoHUA) has issued Advisory No. 27 dated 10th June, 2025 to all States/ UTs. As per the advisory, the Special Purpose Vehicles (SPVs) were advised to ensure the timely completion of SCM projects and prepare O&M plans for the assets created.(e): As per the Advisory No. 27 dated 10th June, 2025 issued by MoHUA, the SPVs were advised to leverage ICCCs as city operating systems and state analytical hubs, with operational control preferably retained by the urban development departments. SPVs may receive service-linked revenues for managing ICCC functions.

States and Union Territories, through their respective High- Powered Steering Committees (HPSCs) chaired by Chief Secretary, have been encouraged to chart out urban sector priorities and map areas where SPVs can continue to play a strategic role. Further, MoHUA has encouraged ICCCs towards integration with line departments within the municipal governance and to render services to the Urban Local Bodies

(ULBs).

(g): SCM was aimed to develop 100 cities as replicable models of sustainable and technology-driven urban development, serving as “lighthouses” for other cities. The implementation of multi- sectoral projects has generated valuable on-ground learnings in integrated planning, convergence, governance, and technology adoption. These learnings can be leveraged by State Governments/UTs to handhold cities in adopting scalable and replicable solutions, thereby extending the impact of SCM beyond the selected cities and promoting broader urban transformation across the country.
