3849. THIRU ARUN NEHRU:
Will the Minister of HOME AFFAIRS be pleased to state:
(a) the specific public safety capabilities reinforced under the National Disaster Mitigation Fund and other centrally sponsored disaster mitigation programmes during the last three years in Tamil Nadu, with reference to the Perambalur Lok Sabha constituency;
(b) the total financial grants disbursed to the district disaster management cells in Perambalur from the National Disaster Mitigation Fund for drought relief and flood protection over the last three years;
(c) the total number of multi-purpose disaster shelters constructed or upgraded in the vulnerable, low-lying rural blocks of the Perambalur Lok Sabha constituency;
(d) whether any joint mock drills have been conducted by the National Disaster Response Force (NDRF) to test emergency community preparedness in the State; and
(e) the measures implemented to install advanced early warning systems? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI NITYANAND RAI)
(a) to (b): Details of the mitigation projects of the state of Tamil Nadu Under National Disaster Mitigation Fund (NDMF) approved by the Central-2- L.S.US.Q.NO. 3849 FOR 11.08.2026 Government with the approval and released central financial assistance are given in the Annexure.
(c) Tamil Nadu was not covered under the National Cyclone Risk Mitigation Project (NCRMP) of the Central Government providing construction of Multi- Purpose Disaster Shelters.
(d) NDRF Regularly conducts joint mock drills in coordination with the State Government, Districts Administration and other disaster management stakeholders to test emergency response and community preparedness.
During the last three years NDRF units have conducted 22 mock exercises in the State of Tamil Nadu.
(e) The Central Government has developed a strong and robust early warning system to predict various natural disaster like cyclone, floods, Tsunami etc. By using common alerting protocol based Integrated Alert System (CAP), various dissemination mediums viz., SMS, TV, Radio, Indian Railways, Coastal Siren and through integration of all warning agencies, the dissemination of geo-targeted early warning/alerts related to disaster has been initiated. Further, Cell Broadcast Alert System has been launched for timely warning to citizen for disaster event which merit immediate alerting in very short lead time.
