Parliament Question: Potable Water Supply under AMRUT 2.0

GOVERNMENT OF INDIA MINISTRY OF HOUSING AND URBAN AFFAIRS LOK SABHA UNSTARRED QUESTION NO. 3206 TO BE ANSWERED ON AUGUST 06, 2026 POTABLE WATER SUPPLY UNDER AMRUT 2.0 NO. 3206 DR. K SUDHAKAR:

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) whether the Government has reviewed the progress made under AMRUT 2.0 towards achieving 24x7 potable water supply in cities of Karnataka and if so, the details and the outcome thereof;

(b) the details of water supply projects sanctioned, completed and under implementation under AMRUT 2.0 in Karnataka during the last three years, city-wise;

(c) whether the Government has identified any gaps in achieving the prescribed Service Level Benchmarks for water supply and reduction of Non-Revenue Water and if so, the details thereof along with the corrective measures taken thereon;

(d) the status of sewerage and treated wastewater reuse projects under AMRUT 2.0 in Karnataka, city-wise; and

(e) whether the Government proposes to provide additional assistance for completion of pending projects under AMRUT 2.0 in Karnataka and if so, the details thereof? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS (SHRI TOKHAN SAHU)

(a) and (b): Water is a State subject and the management of drinking water including 24x7 water supply at the city level falls under the purview of the State Governments/ Urban Local Bodies (ULBs).

Government of India supplements the efforts of the States through schematic interventions/ advisories. It provides financial and technical support to the States through various Mission/ Schemes such as Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) for water supply in the urban areas. Under the Mission the States/ Union …2/--2- Territories are empowered to select, appraise, prioritise and implement the projects as per broad framework of Mission guidelines.

The State of Karnataka has taken up 227 water supply projects worth ₹9589.95 crore, which includes 20.07 lakh new/ serviced household tap connections, water treatment capacity of 433.37 Million Litre per Day

(MLD), water network of 12,429 km. As updated by the State on AMRUT

2.0 portal as on 09.07.2026, The State has awarded 215 water supply projects with a cost of ₹8139.04 crore (CAPEX cost) of which works worth ₹3,795.53 crore have been completed. The ULB/ city-wise details of projects in the State of Karnataka are available at

(c): Under AMRUT 2.0, cities have prepared City Water Balance Plans

(CWBPs), which included as-is assessment of water supply systems which helped cities/ ULBs to identify gaps as per prescribed service level benchmarks for water supply including reduction of Non-Revenue Water.

City Water Balance Plan helped cities to identify scope for projects focusing on the objectives of Mission. Based on the projects identified in City Water Balance Plans, City Water Action Plan (CWAP) were devised. These CWAPs were aggregated in the form of State Water Action Plans (SWAP). The State High Powered Steering Committee

(SHPSC) headed by the Chief Secretary of the State, considered and recommended/ approved the SWAPs under AMRUT 2.0. On recommendations of SHPSC, the SWAPs have been approved by the Apex Committee at the Central level under AMRUT 2.0.

Under AMRUT 2.0, States/ UTs have taken up 3,572 water supply projects worth ₹1,18,968.38 crore (including Operation and Maintenance cost), which includes augmentation of 11,769 MLD of water treatment capacity and 1.61 lakh km water network (new/rehabilitation).

For improvement in service delivery and reduction of transmission losses and non-revenue water, AMRUT 2.0 promotes adoption of District Metered Area (DMA) approach in creation of projects where ever feasible and inclusion of Smart Monitoring Systems such as Supervisory Control and Data Acquisition (SCADA), meters, pressure valves, etc. States are encouraged to implement at least one Drink from Tap (DfT) project in a DMA or ward within each AMRUT city. As updated by the States/ UTs on AMRUT 2.0 portal, a total of 407 project with 1,285 DMAs benefitting

20.40 lakh Households have been approved under AMRUT 2.0 and 1,473 water supply projects under AMRUT 2.0 have provision for SCADA system. The State Government of Karnataka has informed that 92 DMAs …3/--3- benefitting 1.23 lakh households have been approved in 20 towns for 24x7 potable water supply under AMRUT 2.0.

(d): The State of Karnataka has not taken up any sewerage and septage management project including used water reuse projects under AMRUT

2.0.

(e): Under AMRUT 2.0, central assistance is released to the States/ UTs based on the pace of expenditure and progress of the projects in the States/ UTs as per broad framework of Mission guidelines. Total Central Allocation for the State of Karnataka under AMRUT 2.0 is ₹4628 crore for the entire Mission period. Central assistance of ₹2467.14 crore has been released/ Mother Sanction issued for the projects under AMRUT 2.0 to the State till 09.07.2026.
