Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state:

(a) the current status of enrollment of cooperative societies in National Co-operative Exports Limited (NCEL) including Primary Agricultural Credit Societies (PACS), National Cooperative Organics Limited (NCOL) and Bharatiya Beej Sahakari Samiti Limited (BBSSL) and specifically in Pali Lok Sabha Constituency;

(b) the number of nodal agencies nominated and Memoranda of Understanding signed for promotion of the 'Bharat Organics' and 'Bharat Beej' brands respectively, State-wise and specially in Maharashtra and Rajasthan;

(c) the quantum and value of exports undertaken by NCEL, together with the number of agri- commodities and destination countries covered and the dividend, if any, passed onto member cooperatives; and

(d) whether any mechanism has been instituted to ensure that benefits reach small and marginal farmers, specially in tribal dominated area like Palghar in Maharashtra and Rajasthan, if so, the details thereof? ANSWER MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH)

(a) The current status of enrollment of cooperative societies in National Co-operative Exports Limited (NCEL), National Cooperative Organics Limited (NCOL) and Bharatiya Beej Sahakari Samiti Limited (BBSSL), including in Pali Lok Sabha Constituency, is as under:

(b) For the promotion of the 'Bharat Organics' brand of National Cooperative Organics Limited

(NCOL), 34 States/UTs have nominated nodal agencies and 28 States/UTs have signed Memorandum of Understanding, including the States of Maharashtra and Rajasthan. The State- wise details are enclosed as Annexure - I.

For the promotion of the 'Bharat Beej' brand of Bharatiya Beej Sahakari Samiti Limited

(BBSSL), 33 States/UTs have nominated nodal agencies including the States of Maharashtra and Rajasthan and 26 States/UTs have signed Memorandum of Understanding. The State-wise details are enclosed as Annexure - II.

(c) So far, National Co-operative Exports Limited (NCEL) has exported 14,89,102 metric tonnes of 50 agri-commodities valued at ₹5,866.10 crore to 38 countries. During the Financial Years 2023-24 and 2024-25, NCEL passed on a dividend of ₹8,31,34,024 (20% on the paid-up value of the share capital held by its members) to its members.

(d) NCOL and NCEL facilitate the aggregation and procurement of organic and other agricultural produce, respectively, while providing value-added services such as quality testing, branding, packaging, certification, and domestic and international marketing. BBSSL ensures the availability of quality, certified, and affordable seeds to farmers. Across the country, including tribal-dominated areas such as Palghar in Maharashtra and the State of Rajasthan, the majority of the members of NCEL, NCOL, and BBSSL are Primary Agricultural Credit Societies (PACS), whose membership predominantly comprises small and marginal farmers, thereby ensuring that the benefits of these initiatives reach small and marginal farmers.
