Parliament Question: Subarnarekha Multipurpose Project in Jharkhand

Will the Minister of JAL SHAKTI be pleased to state:

(a) whether the Subarnarekha Multipurpose Project in Jharkhand has remained incomplete for a long time due to lack of financial resources as a result of which lakhs of farmers of Kolhan Division are still deprived of irrigation facilities and if so, the details thereof;

(b) whether the estimated cost of the remaining works of the said project, based on the price index of the year 2017, is approximately Rs. 3,700 crore

whereas only about Rs. 606 crore assistance has been sanctioned/pending under the Accelerated Irrigation Benefits Programme (AIBP) by the Union Government which is approximately fifteen per cent of the total estimated cost; and

(c) whether the Government is considering to provide special assistance or a special package to meet the financial requirements of this project under AIBP on receipt of necessary proposal from the State Government of Jharkhand and if so, the details thereof? (a) & (b) Water, being State subject, water resources projects are planned, funded, executed and maintained by the State Governments themselves as 1per their own resources and priority. Role of Government of India is to provide technical support, and partial financial assistance for identified projects under ongoing schemes.

The Subarnarekha Multipurpose Project of Jharkhand State is one of the 99 prioritized projects in the country taken up under the Pradhan Mantri Krishi Sinchayee Yojana - Accelerated Irrigation Benefit Programme (PMKSY- AIBP) during 2016–17. Out of the revised approved cost of Rs. 9,579.58 crore for AIBP works (at the 2017 price level), an expenditure of Rs. 5,862.20 crore has been made. Out of the eligible Central Assistance of Rs. 1,373.698 crore under PMKSY, a sum of Rs. 756.73 crore has been provided. Out of the remaining cost of works of Rs. 3,717.38 crore, the balance Central Assistance is Rs. 616.968 crore, which is 16.6%.

The delay in completion of the project is mainly due to slow progress in Land Acquisition and Rehabilitation & Resettlement.

(c) Presently, there is no proposal under consideration by the Government of India to provide a special package for this project. ***** 2
