13501/2026 (PRITEE RAMESH SHAH VS STATE OF GUJARAT & ORS.), and (3) SCA No. 14286/2026 (KAMLESH MADANLAL DAVE VS STATE OF GUJARAT & ANR.), directing compliance with the Hon'ble Supreme Court's judgment dated 21.05.2025 and reinstatement of the Petitioners, the services of the Petitioners are hereby extended from the date of their extention completion until regular appointments are made to the respective posts;

CONSTITUTION OF INDIA.
No. GYC/03/2026/SYCAD/SMD/e-file/19/2026/0479/D:- In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, the Governor of Gujarat hereby makes the following rules to provide for regulating recruitment to the post of Zone Youth Development Officer, Class I, in the General State Services under the Commissionerate of Youth Services and Cultural Activities, Gujarat State, namely:-
1. (i) These rules may be called the Zone Youth Development Officer, Class I, under the Commissionerate of Youth Services and Cultural Activities Recruitment Rules, 2026.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Appointment to the post of Zone Youth Development Officer, Class I, in the General State Services, under the Commissionerate of Youth Services and Cultural Activities, Gujarat State shall be made by promotion of a person who possess "Good" benchmark for being considered, fit for promotion within the zone of consideration as laid down in the Gujarat Civil Services Classification and Recruitment (General) Rules, 1967 from amongst the persons, who,-
(i) have worked for not less than eight years in the cadre of District Youth Development Officer, Class II, in General State Services, under the Commissionerate of Youth Services and Cultural Activities, Gujarat State;
and
(ii) have passed the qualifying examination for computer knowledge in accordance with the provisions of the Gujarat Civil Services Computer Competency Training and Examination Rules, 2006:
Provided that where the appointing authority is satisfied that a person having the experience as specified in clause (i) above is not available for promotion and that it is necessary in the public interest to fill up the post by promotion even of a person having experience for a lesser period; it may, for reasons to be recorded in writing, promote such person who possesses experience of a period of not less than two-thirds of the period as specified in clause (i) above.
3. The candidate appointed by promotion shall have to undergo such training and pass such examination as may be prescribed by the Government.
