08.07.2022 और 3138 (अ) दिनांक 08.07.2022 द्वारा, केंद्र सरकार ने मध्य प्रििे राज्य में राष्ट्रीय रािमाग गसंख्या 86 (नया एनएच-934) के दकलोमीटर 3/8 स े दकलोमीटर 81 तक (सागर-हीरापरु खडं ) और दकमी 81.00 से दकमी 189/4 (हीरापुर-छतरपरु मध्य प्रििे /उत्तर प्रिेि सीमा तक) के खंड को भारतीय राष्ट्रीय रािमाग ग प्राजधकरण (जिसे इसके बाि "प्राजधकरण" कहा गया ह)ै को सौंपा है;

अब, इसजलए राष्‍टर ीय रािमाग गिुल्क (िर जनधागरण और संग्रहण) जनयम, 2008 के जनयम 3 तथा समय-समय पर संिोजधत जनयम (जिसे इसके बाि "जनयम" कहा गया ह)ै के साथ परित राष्‍टर ीय रािमागग अजधजनयम, 1956 (1956 का 48) की धारा 7 द्वारा प्रित्त िजियों का प्रयोग करते हुए और का.आ. 4683(अ) दिनांक 15.10.2025 द्वारा प्रकाजित मौिूिा रािपत्र अजधसूचना को अजधक्रजमत करत े हुए, केंद्र सरकार एतिद्वारा नीच े िी गई सारणी 1 के कॉलम (1) में जनर्िष्टग वाहन के प्रकार अनुसार, सागर-मोहरी-सतई घाट खडं के दकमी 8.000 स े दकमी 89.875 तक के पेव्ड िोल्डर वाल े चार लने के उपयोग के जलए, 53.925 दकमी की जनवल सड़क खंड लंबाई [सारणी 1] और 3.50 दकमी (0.350 दकमी की लंबाई वाल े 8233 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] [सारणी 4]) के समतल्ु य संरचना लंबाई (60 मीटर स ेअजधक लबं ाई वाले) (के जलए सारणी 1 के कॉलम (2) म ेंजनर्िगष्ट िर के 100% पर) और िस करोड़ रुपए या उससे अजधक की लागत वाल े 27.60 दकमी की लंबाई वाले बाईपासों [सारणी 2] के जलए आधार िर के डढ़े गुणा पर िल्ु क उद्ग्रहीत करती ह ैऔर प्राजधकरण को अपन ेअजधकाररयों अथवा संजविाकार के माध्यम से उि िल्ु क सग्रं हण हते ु अजधकृत करती है, अथागत्:- सारणी-1 आधार वर् ग2007-08 के जलए वाहन का प्रकार प्रजत दकमी िल्ु क की आधार िर (रुपए म)ें

1. इसके अंतगतग तहत िेय और संिेय िुल्क जनम्नजलजखत जनर्िष्टग टोल प्लािा(प्लािाओं) के जलए जनर्िगष्ट जनवल सड़क लंबाई के जलए िल्ु क प्लािा पर िेय और संिेय होगा, अथागत:् सारणी-2 िल्ु क प्लािा का अवस्ट्थान लबं ाई (दकमी म)ें जिसके जलए िल्ु क िेय िर जिस पर िल्ु क िेय ह ै (चने िे ) ह ै

53.925 दकमी मध्य प्रििे के सागर जिल ेमें करागपुर चार या अजधक लेन के जलए उपरोि [बाईपास (लागत ≥10 करोड़ रुपए) की गांव के पास एनएच-934 के जडिाइन सारणी-1 म ेंउजल्लजखत आधार िरों लंबाई और सरं चना की लंबाई (>60 दकमी 16.900 पर का 100% मीटर लंबाई) को छोड़कर]

4. गैर-वाजणजज्यक प्रयोिन के जलए पंिीकृत यांजत्रक वाहन के स्ट्वामी और िुल्क प्लािा से बीस दकलोमीटर की िरू ी के भीतर आवाजसत व्यजि के जलए माजसक पास की िर वर्ग 2026-27 के जलए रू.360 (रुपए तीन सौ साि रुपए केवल) ह ैऔर उि जनयमों के प्रावधान के अनसु ार यह प्रत्येक वर् ग संिोधन के अध्यधीन ह।ै4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]

5. रािमागग खंड पर बहू-यात्राओं के जलए, जनम्नजलजखत िरों पर पास िारी दकए िाएंगे, अथागत:्- सारणी-5 अनमु त एकतरफा यात्राओं की िेय राजि वधै ता की अवजध अजधकतम सख्ं या एक तरफा यात्रा के जलए िल्ु क का डेढ़ गणु ा िो भुगतान के समय से चौबीस घंटे। पचास एकल यात्राओं के जलए िये िुल्क की राजि पचास भुगतान की तारीख से एक का िो-जतहाई महीना

6. जिस जिले में िल्ु क प्लािा अवजस्ट्थत ह,ै वहां पंिीकृत वाजणजज्यक वाहन (राष्ट्रीय परजमट धारी वाहनों को छोड़कर) के जलए िल्ु क, वाहन के उस श्रणे ी के जलए जनधागररत िर का 50% होगा, बिते ऐसे वाजणजज्यक वाहनों के उपयोग के जलए कोई सर्वगस रोड़ या वैकजल्पक सड़क उपलब्ध न हो।

7. दकसी यांजत्रक वाहन का चालक या स्ट्वामी या प्रभारी व्यजि, िो उसके श्रेणी के जलए जनर्िष्टग अनुमेय भार से अजधक भारधाररत ह,ै िल्ु क संग्रहण करने वाली एिेंसी को राष्‍टर ीय रािमागग पर अजतभार धाररत वाहन के प्रवेि के जलए उि जनयम के जनयम 10 में जनर्िष्टग िल्ु क के समान िल्ु क का भगु तान करन ेके जलए उत्तरिायी होगा।

8. यांजत्रक वाहनों की श्रेणी, इनके जलए अनुमेय भार, छूट प्राप्त वाहनों की श्रेणी, सर्वगस रोड़, वैकजल्पक सड़क इत्यादि सजहत सभी पररभार्ाएं उि जनयमों में जनर्िगष्ट पररभार्ाओं के अनुसार होंगी।

9. उपयोगकतागओं की िानकारी के जलए िुल्क िरों को उि जनयमों के जनयम 12 के अनुसार प्रिर्िगत दकया िाएगा।

10. उपरोि सारणी-1 में उजल्लजखत आधार वर्ग 2007-08 के जलए प्रजत दकमी िल्ु क की आधार िर के आधार पर, यांजत्रक वाहनों से संग्राह्य िुल्क की वास्ट्तजवक राजि और छूट की गणना प्राजधकरण द्वारा खंड की पूणग लंबाई के आधार पर की िाएगी तथा उि जनयमों के जनयम 5 के अनुसार प्रजतवर् ग संिोजधत की िाएगी और इस े अग्रं ेिी एव ं स्ट्थानीय भार्ा के कम से कम एक समाचार पत्र म ेंप्रकाजित दकया िाएगा।

11. इस पररयोिना की अनुमाजनत पूंिीगत लागत 1348.72 करोड़ रुपए ह।ै [पररयोिना की पूंिीगत लागत पररवतगनाधीन ह ै क्योंदक भूजम अजधग्रहण गजतजवजधयों से संबंजधत लागत, पररयोिना जसजवल लागत भजवष्‍टय में पररयोिना के पूरा होने तक जभन्न हो सकती ह।ै प्राजधकरण सग्रं हीत उपयोगकताग िुल्क के माध्यम स ेपूंिीगत लागत के संग्रहण का ररकॉड ग रखेगा। [फा. सं. एमपीडीआईवी-20013/18/2026-पीआईयू छतरपुर/ई-267699] चेतना नन्द ससंह, संयुक्त ससचव[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 MINISTRY OF ROAD TRANSPORT AND HIGHWAYS

NOTIFICATION New Delhi, the 28th October, 2026 S.O. 5872(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number 3138 (E) dated 08.07.2022 and 3139 (E), dated 08.07.2022 and issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from kilometer 3.8 to kilometer 81.00 (Sagar-Hirapur Section) and 81.00 to Km. 189.4 (Hirapur-Chhatarpur upto MP/UP Border) of National Highway Number 86 (New NH-934) in the State of Madhya Pradesh to the National Highway Authority of India (hereinafter referred to as the "Authority");

Now, therefore, in exercise of the powers conferred by section 7 of the National Highway Act, 1956 (48 of 1956), read with rule 3 of the National Highway Fee (Determination of Rates and Collection) Rule, 2008 and amended from time to time (hereinafter referred to as the “rules”) and in supersession of existing Gazette notification published vide S.O.

4683(E) dated 15.10.2025, the Central Government hereby levies the fee at the 100% of rate specified in column (2) of the Table 1 for net road section length of 53.925 km [Table 1] and for equivalent structure length (having length more than 60m) of 3.50 km (having length of 0.350 km [Table 4]) and at one and one half times the base rate for bypasses having length of 27.60 kms [Table 2] costing rupees ten crore or more on the type of vehicle specified in column (1) of the Table 1 below for the use of four lane with paved shoulder of section Sagar- Mohari - Satai Ghat from Km 8.000 to Km 89.875 of NH-86 (New NH-934) and authorises the Authority to collect, either through its officials or through a contractor, the said fee, namely:- Table-1 Base rate of fee per km Type of vehicle for the base year 2007-08 (in Rupees)

3. 4. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance to twenty kilometers from the fee plaza is Rs. 360 (Rupees Three Hundred and Sixty Only) for the year 2026-27 and is subject to revision every year as per the provision of the said rules.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 7

5. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:- Table-5 Maximum number of one way Amount Payable Period of validity journeys allowed One and half times of the fee for one way Two Twenty-four hours from the journey time of payment Two-third of amount of the fee payable for Fifty One month from date of fifty single journeys payment

6. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.

7. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in rule 10 of the said rules.

8. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said Rules.

9. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules.

10. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language.

11. The estimated capital cost of the project is Rupees 1348.72 cr,. The Capital Cost of the project is subjected to variation as the Cost pertaining to Land Acquisition Activities, Project Civil Cost may vary in future till completion of the project. The Authority shall maintain a record of the recovery of capital cost through user fee realised.
