L.-33004/99 सी.जी.-डी.एल.-अ.-27102026-277448 CG-DxLx-xEG-I2D7H1x0x2x0 26-277448 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 5575] नई दिल्ली, मगं लिार, अक्त बू र 27, 2026/कार्तका 5, 1948 No. 5575] NEW DELHI, TUESDAY, OCTOBER 27, 2026/KARTIKA 5, 1948 सहकाररता मत्रं ालय (सहकारी सजमजतयों के केंद्रीय पिं ीयक का कायाला य) अजधसचू ना नई दिल्ली, 23 अक् तूबर, 2026 का.आ. 5793(अ).— यत:, पहचान स्ट् थाजपत करने के जलए आधार संख् या का प्रयोग व्यजियों को आसानी से और जनबााध रूप से सहाजयकी, प्रसुजिधाएं और सेिाएं प्राप्त करने में समथा बनाता ह,ै पहचान स्ट्थाजपत करन े के जलए बहुजिध िस्ट्तािेिों की आिश्यकता को समाप्त करता ह,ै प्रदियाओं को सरल बनाता ह ैतथा पारिर्िाता और िक्षता को बढ़ािा िते ा ह;ै और यत:, इलेक्र ॉजनक्स और सचू ना प्रौद्योजगकी मंत्रालय, भारत सरकार ने भारतीय जिजिष्ट पहचान प्राजधकरण (यूआईडीएआई) के साथ परामिा के पश्चात, अपने दिनांक 01 अक् टूबर, 2026 के पत्र संख्या 13(9)/2023-ईिी-II द्वारा सहकाररता मंत्रालय, भारत सरकार (यहां इसके पश्चात ‘उि मंत्रालय’ के रूप में संिर्भात) को ‘सुिासन के जलए आधार अजधप्रमाणन (समाि कल् याण, निाचार, ज्ञान) जनयमािली, 2020’ (यहां इसके पश्चात ‘उि जनयम’ के रूप म ें संिर्भात) के जनयम 3 के उप-जनयम (1) के अधीन जिजनर्िाष् ट उद्देश्यों के जलए, सहकारी सजमजतयों के केंद्रीय पंिीयक के कायाालय को आधार अजधप्रमाणन का काया करने और आधार संख् या धारक की पहचान स्ट्थ ाजपत करन े के जलए अजधप्रमाणन के िौरान आधार संख् या का प्रयोग करने की अनुमजत िी थी; तथा आधार (जित्तीय और अन् य सहाजयदकयों, प्रसुजिधाओं और सेिाओं का 8161 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] लजययत पररिान) अजधजनयम, 2016 (यहां इसके पश्चात ‘अजधजनयम’ के रूप म ें संिर्भात) की धारा 4 की उप-धारा (4) के खंड (ख) के उप-खडं (ii) के साथ परित उि जनयम के जनयम 5 के अधीन इस ेअजधसूजचत करने हते ु अनुमजत प्रिान की ह;ै और यत:, उि जनयम के जनयम 3 के उप-जनयम (1) के अधीन यथाजिजनर्िाष्ट दकए गए अनुसार आधार अजधप्रमाणन का जनष्पािन (i) सुिासन सुजनजश्चत करन े के जलए जडजिटल प्लटे फामों के उपयोग, और (ii) जनिाजसयों के िीिन को आसान बनाने तथा उन्ह ें सेिाओं तक बहे तर पहुचुँ प्रिान करन े (यहां इसके पश्चात ‘उि उद्दश्े य’ के रूप में संिर्भात) के जलए दकया िाएगा, और उि उद्दश्े य के जलए आधार अजधप्रमाणन का जनष्पािन स्ट्िैजछिक होगा तथा सहकारी सजमजतयों के केंद्रीय पंिीयक का कायाालय केिल (क) सहकारी सजमजतयों के प्रिताकों और जनिेिक मडं लों की, सजमजत के पंिीकरण, उप-जिजध के संिोधन और संबंजधत सेिाओं के समय; (ख) सहकारी सजमजतयों के सिस्ट्यों की, पंिीकरण, उनके जििरणों को अद्यतन करन े तथा सजमजत के जनिााचन के समय; और (ग) सहकारी सजमजतयों के केंद्रीय पंिीयक के कर्मायों और अन्य सेिा प्रिाताओं की, प्रिासजनक प्रयोिनों के जलए; पहचान स्ट्थाजपत करन ेके जलए आधार अजधप्रमाणन का काया करेगा, तादक प्रजतरूपण, िोहराि और कपटपूण ा गजतजिजधयों को रोका िा सके तथा सटीकता और अखडं ता सुजनजश्चत की िा सके [यहां इसके पश्चात् ‘उपयोग प्रकरण’ के रूप में संिर्भात], जिसके जलए हाुँ/नहीं या/और ई-केिाईसी अजधप्रमाणन सुजिधाओं का उपयोग दकया िाएगा। अत:, अब, अजधजनयम की धारा 4 की उप-धारा (4) के खडं (ख) के उप-खंड (ii) के साथ परित उि जनयम के जनयम 5 के अनुसरण म,ें उि मंत्रालय एतद्द्वारा जनम्न जलजखत को अजधसूजचत करता ह,ै अथाात ् : —

1. (1) उि मंत्रालय, अजधजनयम में उपबंजधत दकए गए अनुसार, अजधप्रमाणन के प्रयोिन से आधार संख् या धारक की सूजचत सहमजत प्राप् त करेगा;

(2) उक्त जनयम के जनयम 3 के उप-जनयम (2) के अनुसार, आधार अजधप्रमाणन स्ट् िैजछिक आधार पर ह,ै उि मंत्रालय आधार संख् या धारक को पहचान के िैकजल्पक और व् यिहाया तरीकों के बारे म ेंसूजचत करेगा और आधार सख्ं या धारक को आधार अजधप्रमाणन करन ेसे मना करन,े या उसमें असमथ ाहोने पर दकसी सेिा से इनकार नहीं करेगा, अथाात्: — (क) फोटोयुक् त बैंक या डाकघर पासबुक;

(ख) स्ट्थायी खाता संख्या (पैन) काड;ा (ग) दकसान िेजडट काडा (केसीसी); (घ) पासपोटा; (ङ) रािन काड;ा (च) मतिाता पहचान पत्र; (ि) दकसान फोटो पासबुक; (ि) ड्राइविंग लाइसेंस; (झ) कोई अन् य िस्ट्तािेि, िो उि मत्रं ालय द्वारा जिजनर्िाष्ट दकया िाए।

NOTIFICATION New Delhi, the 23rd October, 2026 S.O. 5793(E).— Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency;

And whereas, the Ministry of Electronics and Information Technology, Government of India, after consultation with the Unique Identification Authority of India (UIDAI), had allowed vide its letter No. 13(9)/2023-EG-II, dated 01st October, 2026 to the Ministry of Cooperation (hereinafter referred to as the said Ministry), Government of India for the purposes specified under sub-rule (1) of rule 3 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020 (hereinafter referred to as the said rules), that the Office of Central Registrar of Cooperative Societies may be allowed to perform authentication and be permitted the use of Aadhaar number during authentication for establishing identity of the Aadhaar number holder and to notify the same under rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as the Act);

And whereas, the Aadhaar authentication shall be performed for (i) Usage of digital platforms to ensure good governance (ii) Promoting ease of living of residents and enabling better access to services for them (hereinafter referred to as the said purpose) as prescribed under sub-rule (1) of rule 3 of the said rules and the performance of Aadhaar authentication for the said purpose shall be on voluntary basis and the Office of Central Registrar of Cooperative Societies shall perform the Aadhaar authentication only for establishing the identity of (a) promoters & board of directors of cooperative societies at the time of society registration, amendment of bye-law and related services; (b) members of cooperative societies for registration, updation of their details and at the time of societies elections; (c) Central Registrar of Cooperative Societies officials and other service providers for administrative purposes; to prevent impersonation, duplication, fraudulent activities, and to ensure accuracy & integrity, using Yes/No or/and e-KYC authentication facilities [hereinafter referred to as the use case(s)].

Now, therefore, in pursuance of rule 5 of the said rules read with sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Act, the said Ministry hereby notifies the following, namely: —

1. (1) The Ministry, as provided in the Act, shall obtain the informed consent of the Aadhaar number holder for the purpose of authentication herein;

(2) As per sub-rule (2) of rule 3 of the said rules, Aadhaar authentication is on voluntary basis, the said Ministry shall inform to the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to the Aadhaar number holder for refusing to, or being unable to, undergo Aadhaar authentication, namely: — a. Bank or Post-Office Passbook with Photo;

b. Permanent Account Number (PAN) Card; c. Kisan Credit Card (KCC); d. Passport; e. Ration Card; f. Voter Identity Card; g. Kisan Photo Passbook; h. Driving License; i. Any Other document as the said Ministry may specify.
