2659. Shri Anto Antony:

Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state:

(a) the details of Multipurpose Primary Agricultural Credit Society (PACS), Dairy Cooperative Societies and Fisheries Cooperative Societies registered since 2023 till date, State/UT and year- wise;

(b) the number of such societies that have commenced operations and generated revenue, State/UT- wise;

(c) the number of societies that remain non-operational since registration along with the reasons therefor; and

(d) the number of societies that have ceased functioning since their registration? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH)

(a) and (b) The details of Multipurpose Primary Agricultural Credit Society (PACS), Dairy Cooperative Societies and Fisheries Cooperative Societies registered since 2023 till 15.07.2026, including societies that are functional are attached as Annexure- A. The registration, functioning and day-to-day operations of Primary Agricultural Credit Societies (PACS), including maintenance of their financial and operational records, are governed by the respective State Cooperative Societies Acts, Rules and bye-laws.

(c) and (d) As per data provided by States/UTs on National Cooperative Database, the number of societies currently reported as non-operational is 3,383. The functioning and outreach of cooperative institutions reflect broader systemic challenges faced by cooperative societies in various parts of the country. In the past, several constraints have been observed such as the narrow functional scope of Primary Agricultural Credit Societies (PACS), limited professional management capacity, inadequate access to affordable institutional credit, and financial constraints for developing modern infrastructure.
