Will the Minister of COOPERATION (सहकारिता मंत्री) be pleased to state :

(a) the details of progress made in strengthening the cooperative infrastructure, farm mechanization services, digitalization of cooperative movement with respect to Primary Agricultural Credit Societies (PACS), dairy cooperatives, Farmer Producer Organisations (FPOs), storage institutions and value addition in mango, sugarcane and dairy-based activities in Amroha district of Uttar Pradesh;

(b) the details of the modernized Primary Agricultural Credit Societies, strengthened cooperative societies, completed computerization projects and the works executed under various Central schemes in the district;

(c) the details of the financial assistance sanctioned, released and utilized by various cooperative development programmes for the district during the last three years;

(d) the details of the progress made in the expansion of cooperative credit, storage facilities, farmer’s participation and marketing support through cooperative institutions in the said district; and

(e) the details of the projects identified by the Government to strengthen the cooperative network in the said district? ANSWER THE MINISTER OF COOPERATION सहकारिता मंत्री (SHRI AMIT SHAH)

(a) and (b) In Amroha district of Uttar Pradesh, several measures have been taken to strengthen cooperative infrastructure, promote farm mechanisation, digitalise cooperative operations and facilitate value addition. As per data provided by the government of Uttar Pradesh, during 2024-25, repair and modernisation of godowns were completed in three M-PACS, namely Shahpur Kalan, Sihra and Tigri, at an expenditure of approximately ₹27.24 lakh. For digitalisation, 45 cooperative societies have been selected for computerisation, while QR-code- based fertilizer payments have been introduced in all M-PACS. This is part of the broader effort to modernize these societies as they are transformed into multi-service hubs and one-stop shops Page 1 of 5for farmers. Further, the data for all cooperative societies in the district has been updated on the NCD National Cooperative Database (NCD) portal In Amroha district, payment to milk cooperative societies is made on the basis of milk quality and on timely basis. These societies distribute cattle feed, medicines, mineral mixtures and other Government-supplied inputs to farmers free of cost and provide regular training to milk producers. New societies are formed under the Nand Baba Milk Mission, with a grant of ₹36,000 per newly formed society for installation of a Digital Processing Milk Collection Unit

(DPMCV) system.

The district has 32 functional Farmer Producer Organisations, of which 14 FPOs have established Farm Machinery Banks with 80 per cent subsidy, enabling small and marginal farmers to hire farm equipment at affordable rates. These FPOs utilize agricultural machinery obtained through government subsidies on a large scale. Specifically, one FPO is provided with machinery under the in-situ scheme at an 80% subsidy.

In the area of value addition, Amroha is categorized as part of the Am-Phalpatti (Mango Fruit Belt) region within the Moradabad division. Mango is cultivated over approximately 12,000 hectares, with production of about 2,05,560 metric tonnes, and is exported to markets including the UAE, Russia and United Kingdom (London). To ensure transparency, the department utilizes online systems for its programs, including farmer registration and the processing of subsidies.

In the sugarcane sector, the Cooperative Sugarcane Development Societies in Amroha have established Farm Machinery Banks to provide farmers with modern agricultural equipment such as tractors, cultivators, harrows, tillers, rotavators and power sprayers. Sugarcane plot surveys are conducted digitally through the Smart Ganna Kisan (SGK) Portal, while drones are used under the Drone Didi Scheme for pest and disease management and to address wild animal-related crop damage. The societies also provide technical guidance and training to farmers through expert scientists. Further, all cooperative sugarcane development societies are being computerized under the e-Ganna system, enabling farmers to access real-time information on crop surveys, supply slips and payment status through digital platforms.

In Amroha district, 45 cooperative societies have been covered under the national PACS computerization project. The computerized PACS are also being integrated with Common Service Centres (CSCs) to enable rural citizens to access more than 300 Government and other digital services at the local level.

PACS in the district are further being linked with national cooperative and Central Government initiatives, including establishment of Pradhan Mantri Bhartiya Jan Aushadhi Kendras

(PMBJKs) for providing affordable medicines and membership of the Bharatiya Beej Sahakari Samiti Limited (BBSSL) for access to quality seeds. In addition, 10 selected M-PACS are being

provided an interest-free line of credit of ₹10 lakh each under the “Sahkar se Samriddhi” initiative to strengthen their business operations and financial capacity.

(d) and (e) In Amroha district, 45 cooperative societies are providing crop loans to farmers at an interest rate of 3 per cent. During 2024–25, loans amounting to ₹473.57 lakh were disbursed to 5,111 members. The district has a fertilizer storage capacity of 8,575 metric tonnes, facilitating safe storage and distribution through cooperative institutions.

Paddy and wheat procurement is undertaken under the Price Support Scheme through PCF and PCU. During 2026–27, against the district target of 5,000 metric tonnes, 3,650.100 metric tonnes of wheat, representing about 73 per cent of the target, has been procured. During 2025– 26, a total of 2,375 metric tonnes was procured under the scheme.

To further strengthen the cooperative network, two new M-PACS at Kala Kheda and Hasanpur have been established. M-PACS are also being progressively developed as multipurpose rural service centres by enabling them to provide services such as Pradhan Mantri Bhartiya Jan Aushadhi Kendras, access to quality seeds and digital Government services through Common Service Centres. Further, under the Maha-Sadasyata Abhiyan, 31,323 new members were enrolled during 2024–25 and 15,720 new members during 2025–26, thereby expanding the membership base of cooperative institutions in the district.
