Will the Minister of POWER
be pleased to state:
(a) whether funds have been allocated under various Central Government schemes, such as Smart Grid Distribution System Strengthening, Sub-Station and Transmission Infrastructure, etc. for strengthening the energy sector in Uttar Pradesh, particularly in Ballia Parliamentary Constituency;
(b) the details of funds allocated and actually utilized for each district of Uttar Pradesh and particularly for Ballia district during the last three years, scheme- wise;
(c) the number of consumers, farmers, institutions and other beneficiaries who have received direct benefits under these schemes in Ballia Parliamentary Constituency; and
(d) whether the Government has prepared any new action plan to expedite completion of pending projects and further strengthen energy infrastructure and if so, the details thereof? A N S W E R THE MINISTER OF STATE IN THE MINISTRY OF POWER (SHRI SHRIPAD NAIK)
(a) to (c): Government of India launched the Revamped Distribution Sector Scheme (RDSS) in July 2021 with the objective of improving the quality of power supply through a financially sustainable and operationally efficient distribution sector.
Under the scheme, financial assistance is being provided to the distribution utilities for loss reduction infrastructure works and smart metering works. For the State of Uttar Pradesh, based on proposal submitted by the State, projects worth Rs. 21,782 crore for loss reduction infrastructure and Rs. 18,956 crore for smart metering works have been sanctioned.For Ballia Lok Sabha Constituency, projects worth Rs. 202.62 crore for loss reduction infrastructure and Rs. 176.56 crore for smart metering works have been sanctioned under RDSS.
The district-wise details of funds allocated for the State of Uttar Pradesh under RDSS are at Annexure.
As per the guidelines, the funds are released at the DISCOM level and therefore the district-wise utilisation is provided at the time of project closure.
The works sanctioned under RDSS in the Ballia Parliamentary Constituency and
their physical progress are as follows:

Household Electrification Electricity connections to left-out un-electrified Nos. 517 266 households Under the Green Energy Corridor (GEC) scheme, the intra-state transmission system in Uttar Pradesh is being strengthened to facilitate evacuation of power from renewable energy (RE)-rich areas. The transmission system under GEC-II is currently under implementation and envisages the development of 2,567 ckm of transmission lines along with 10,440 MVA of transformation capacity. As of June 2026, all 28 projects under GEC-II in Uttar Pradesh have been awarded.
Through above Schemes, all consumers, farmers, institutions, and other beneficiaries will get benefit from improved reliability and quality of power supply.(d): Monitoring and review of works sanctioned under RDSS is being done by the Nodal Agencies, namely, PFC Ltd and REC Ltd on a regular basis. Further, an institutional mechanism at the State level i.e., Distribution Reforms Committee headed by Chief Secretary of the State concerned, and at the Central level i.e., Inter-Ministerial Monitoring Committee headed by Secretary (Power), has been put in place to review and monitor the implementation of the works sanctioned and expedite the completion of pending projects under the Scheme.
Additionally, through PRAGATI (Pro-Active Governance and Timely implementation), an IT based multipurpose and multi-modal interactive platform, review of important schemes/programmes, and projects of the Government of India as well as the projects flagged by State Governments for timely implementation, is undertaken. Stakeholders like Secretaries of Ministries/Departments of Govt. of India, and Chief Secretaries/Administrators of States/UTs are onboarded onto the PRAGATI portal to provide inputs on the implementation and progress of Projects, Programmes, Schemes, and Grievance Resolution, among other areas.
