1. संजिि नाम और प्रारंभ:- (1) इन जिजनयमों का संजिप् त नाम केंद्रीय जिद्युत प्राजधकरण (जिद्युत संयंत्रों और जिद्युत लाइनों के जनमााण के जलए तकनीकी मानक) जद्वतय संिोधन जिजनयमन, 2026 ह।ै

2. केंद्रीय जिद्युत प्राजधकरण (जिद्युत संयंत्रों और जिद्युत लाइनों के जनमााण के जलए तकनीकी मानक), 2022 (जिस े इसमें इसके पश् चात् उि जिजनयम कहा गया ह)ै म,ें जिजनयम 106ख के उप-जिजनयम (20) म ें जनम्नजलजखत परन्तुक अंत:स्ट्थ ाजपत दकए िाएंगे, अथाात: - “106ख (20) 1 िलु ाई 2027 के बाि िुरु होने िाले निीकरणीय ऊिा ाजिद्युत संयंत्र में कम से कम पद्रंह प्रजतित इनिटारों में जिड-फॉर्मिंग जनयत्रंण होना चाजहए। साथ ही, बैटरी ऊिाा संचय प्रणाली के सभी पीसीएस में जिड- फॉर्मिंग जनयंत्रण होना चाजहए, तादक केंद्रीय जिद्युत प्राजधकरण (जिड स ेसंयोिकता के जलए तकनीकी मानक) जिजनयमों में जनर्िाष्ट तकनीकी आिश्यकताओं का पालन दकया िा सके। बित ेदक 1 िलु ाई 2027 के बाि िुरू होन ेिाले भूजम-जस्ट्थत सौर ऊिाा संयंत्र और तटिती पिन ऊिाा संयंत्र में एक ही िगह पर ऊिाा संचय प्रणाली लगी होनी चाजहए। इस प्रणाली की संचय िमता कम से कम िो

(2) घंटे की होनी चाजहए और इसकी िमता संयंत्र की स्ट्थाजपत िमता के कम स ेकम िस प्रजतित (10%) के बराबर होनी चाजहए। (स्ट्पष्टीकरण– यदि सौर संयंत्र 100 मगेािाट का ह,ै तो संचय की आिश्यकता 2 घंटे के जलए कम स ेकम 10 मेगािाट होगी।) इसके अजतररि, भूजम-जस्ट्थत सौर ऊिाा संयंत्र तथा तटिती पिन ऊिाा संयंत्र, िो 1 िलु ाई 2029 के बाि और 30 िून 2031 तक चाल ूदकए िाएंगे, उनम ेंउसी स्ट्थान पर ऊिाा संचय प्रणाली लगी होनी चाजहए। इस ऊिाा संचय प्रणाली की संचय िमता कम से कम चार (4) घंटे की होनी चाजहए और इसकी िमता संयत्रं की स्ट्थाजपत िमता के कम से कम िस प्रजतित (10%) के बराबर होनी चाजहए। (स्ट्पष्टीकरण– यदि सौर संयंत्र 100 मगेािाट का ह,ै तो संचय की आिश्यकता 4 घंटे के जलए कम स ेकम 10 मेगािाट होगी।) इसके अजतररि, जिड-फॉर्मिंग िमताओं या ईएसएस िमता की आिश्यकता के प्रजतित म ेंदकसी भी पररितान को प्राजधकरण द्वारा समय-समय पर अजधसूजचत दकया िाएगा।“ राकेि कुमार, सजचि [जिज्ञापन-III/4/असा./310/2026-27] रटप्प ण: मलू जिजनयमन भारत के रािपत्र, असाधारण, भाग III, खंड 4 म ें अजधसूचना संख्या सीईए-टीएच-17/1/2021- टीईटीडी जडिीिन, तारीख 23 दिसंबर, 2022 द्वारा प्रकाजित दकए गए थे। CENTRAL ELECTRICITY AUTHORITY

NOTIFICATION New Delhi, the 3 September, 2026 F. No. CEA-TH-17/1/2021-TETD Division.—The following draft regulations, which the Central Electricity Authority proposes to make in exercise of the powers conferred by clause (e) of sub-section (2) of section 177 of the Electricity Act, 2003 (36 of 2003), the Central Electricity Authority hereby makes the amendment in the Central Electricity Authority (Technical Standards for Construction of Electric Plants and Electric Lines) 2nd Amendment, Regulations, 2026, are hereby published, as required under sub-section

(3) of section 177 of the said Act, for the information of all persons likely to be affected thereby; and notice is hereby given that the draft regulations shall be taken into consideration after the expiry of a period of thirty days from the date on which copies of this notification, as published in the Gazette of India, are made available to the public.

The objections or suggestions which may be received from any person with respect to the said draft regulations before the expiry of the period specified above shall be considered by the Central Electricity Authority.

1. Short title and commencement: – (1) These Regulations may be called the Central Electricity Authority (Technical Standards for Construction of Electric Plants and Electric Lines) 2nd Amendment, Regulations, 2026.

(2) These Regulations shall come into force on the date of their publication in the Official Gazette.

2. In the said regulation, after regulation 106B (19), the following regulation substituted, namely: - “106B (20) The renewable energy power plant which are commissioned after 1st July 2027 shall have at least fifteen percent of inverter with grid forming control and all PCS of battery energy storage system shall have grid forming control to comply with the technical requirements as specified in Central Electricity Authority (Technical Standards for Connectivity to the Grid) Regulations:

Provided that the ground-mounted Solar Power Plant and on-shore Wind Power Plant which are commissioned after 1st July 2027 shall be equipped with co-located Energy Storage System (ESS) having a minimum storage duration of two (2) hours and a capacity equivalent to at least ten percent (10%) of the installed capacity of the Plant.

(Explanation- If the Solar Plant is 100 MW, the minimum storage requirement will be 10 MW for 2 Hours.)

Provided further that the ground-mounted Solar Power Plant and on-shore Wind Power Plant which are commissioned after 1st July 2029 and up to 30th June 2031 shall be equipped with co-located Energy Storage System (ESS) having a minimum storage duration of four (4) hours and a capacity equivalent to at least ten percent (10%) of the installed capacity of the Plant.

(Explanation- If the Solar Plant is 100 MW, the minimum storage requirement will be 10 MW for 4 Hours.)
